Graphite One's $2.07 Billion Backstop Meets Its September 2026 Reckoning

The company's shares closed Friday at EUR 0.5770, up 3.4% on the day, though they remain down 54% since the start of the year.
Ohio Takes Shape
The processing side of the plan centers on Conneaut in Ashtabula County, Ohio. On May 19, Graphite One secured the site through a licensing agreement with the Bessemer and Lake Erie Railroad Company, a subsidiary of Canadian National Railway. The facility is designed to churn out 25,000 tonnes of synthetic graphite annually.
Engineering work advanced on June 16 with a contract signed with a specialist engineering services provider. A month later, on July 16, the Ohio EPA deemed the company's air quality permit application administratively complete, moving the project into technical review.
Alaska's Century-Scale Claim
Feeding that plant is Graphite Creek, a deposit Alaska Governor Mike Dunleavy has cast as strategically vital to US critical minerals security. In a September 9 op-ed and a Fox News television interview, Dunleavy said the deposit could cover American graphite demand for a hundred years.
The project is moving through the accelerated federal FAST-41 permitting process, with a federal decision date set for September 29, 2026.

Washington's Financial Commitment
Underpinning the whole concept is a substantial preliminary commitment from the US government. On December 18, 2025, the Export-Import Bank of the United States raised its non-binding letters of interest under its "Make More in America" initiative.
The tentative financing commitments climbed to USD 670 million for the Graphite Creek mine and USD 1.4 billion for the Ohio processing plant. Totaling USD 2.07 billion over a 15-year term, these letters of intent cover roughly 70% of the total estimated capital costs for both project components.
Sector Rumbles
The broader battery materials landscape has been anything but quiet. On September 9, GrafTech International announced a price hike of at least 30% for graphite electrodes, reportedly sparking gains among Indian industry peers.
That same day, proxy advisers ISS and Glass Lewis backed Global Battery Materials' takeover of Lomiko Metals, with a shareholder vote scheduled for September 23, 2026. The moves suggest the graphite sector is in for structural adjustments.
The Verdict Awaits
For all the political goodwill coming out of Alaska, kind words from elected officials do not substitute for regulatory sign-off or a mine's economic viability. The real test arrives within days, when the FAST-41 decision determines whether the project's administrative backing matches its rhetorical support.
Until that ruling lands, Graphite One remains a speculative stock whose trajectory is tethered to regulatory dates. The completion of a coordinated project plan roughly three weeks ago, along with earlier permitting steps, did little to move the needle for investors. The company now faces the task of graduating from exploration story to approved large-scale project.
