More than 1,600 workers at Rockstar Games' British operations will decide this month whether the IWGB Rockstar Game Workers Union should be formally recognised, with balloting running from 12 to 26 November 2026.

Voting takes place online and anonymously, and the outcome is not yet known. The ballot follows an agreement reached with the company after negotiations with management that began in July 2026.

What the Proposed Deal Covers

The negotiated package spans a wide range of employment issues: pay and bonuses, overtime and how it is compensated, redundancies and job security, and flexible working arrangements.

It also addresses generative artificial intelligence, pensions and parental leave. According to Alex Marshall, president of the Independent Workers' Union of Great Britain (IWGB), the agreement does not, however, include a fixed share of sales from the forthcoming Grand Theft Auto VI.

As reported by Game File, the vote covers more than 1,600 employees — nearly all UK staff below director level. Studios in the United States, India and elsewhere are excluded from the process. Rockstar runs five UK studios, in Edinburgh, Dundee, Leeds, Lincoln and London.

Recognition would therefore not automatically extend to the global workforce, which numbers over 4,700 people across twelve locations, according to Bloomberg. Should staff back the move, the IWGB says it would be the largest recognised union in the British games industry.

Management Signals Openness

Jennifer Kolbe, Rockstar's head of publishing, indicated in a Bloomberg interview that leadership would accept the result. Management would follow the team's wishes and recognise a union if employees wanted one, she said.

From the union committee, Shanti Easton-Steel stressed the need for greater transparency in management decisions, pointing to existing pay disparities, gender pay gaps, inconsistent overtime rules and the protection of jobs after major projects ship.

Tribunal Hearings and a Launch Date Collide

The ballot lands in a legally and commercially delicate period. A case concerning the dismissals of 31 staff in October and November 2025 is before an employment tribunal in Scotland, with final hearings and closing submissions scheduled for 17 and 18 November 2026.

The union accuses the developer of illegal dismissals and union busting, noting that the round of cuts affected more than ten percent of the UK workforce at the time; other reports give differing figures of 34, or between 30 and 40. Rockstar justified the moves by citing serious misconduct and the risk of leaks via a Discord server run by organisers.

At the same time, the vote coincides directly with the release of the new title. Pre-download for PlayStation 5 and Xbox Series X|S begins on 12 November 2026, ahead of the game's launch in the PlayStation Store on 19 November 2026 at 00:00 CET.

Much is at stake commercially for the companies involved: parent group Take-Two Interactive expects revenue of USD 8 billion for fiscal year 2027, part of it generated by the new game.

Rockstar Games itself, according to Financial Times reports, anticipates roughly USD 1 billion in console pre-orders and USD 3.2 billion in revenue in the first year after release.
