German State Rolls Out Heat Warning System for Hospitals and Care Homes After Deadly Summer

A new early-warning system will soon alert hospitals and nursing homes in North Rhine-Westphalia when temperatures climb high enough to endanger vulnerable patients. The trigger point is Wärmestufe 2 — the second of Germany's four-tier heat warning levels. Once that threshold is crossed, facilities will receive a direct notification and must put their internal heat-action plans into effect.
Health Minister Karl-Josef Laumann announced the measure on Wednesday, less than a year after a heatwave in late June killed roughly 1,230 people across the state. The vast majority of those deaths occurred in private homes, not in institutional care. The new system aims to close that gap by ensuring that residential care settings are better prepared.
The problem is structural. Most of NRW's hospitals lack comprehensive air conditioning. Since 2021, however, the state has channeled about one-third of all hospital investment funds — roughly €2.5 billion — into climate adaptation measures. An additional €700 million per year is available to hospitals for their own projects. A supplementary funding programme for the coming years is being drafted, though the exact terms have yet to be finalised.
Blue-Green Infrastructure and a New Climate Law
Alongside the heat alert, the state government is preparing an amendment to its Climate Adaptation Act. The Architects' Chamber of NRW is pushing for the revision to align with federal legislation. Managing Director Markus Lehrmann stressed the need to integrate climate protection and adaptation while preserving local planning autonomy.
A key piece of the strategy is so-called blue-green infrastructure — a combination of unsealing paved surfaces and greening building exteriors. The temperature difference is stark: dark roofs can reach 65 degrees Celsius in full sun, while green roofs top out at around 29 degrees. The Emschergenossenschaft and Lippeverband water boards offer up to €10,000 in grants for such projects.
Extra Funding for Homeless People
Homeless and roofless individuals are among the groups most at risk during extreme heat. The state is increasing its support: an additional €250,000 will go toward drinking water bottles, sunscreen, and protective clothing. That brings the total allocated for heat protection for this group this year to €500,000.
On the municipal level, a digital tool is in development. The "Climate-Resilient Region OWL" project, funded by the EU and NRW's environment ministry, aims to create a "climate storage" system by the end of 2028. It will help local authorities in the Ostwestfalen-Lippe region more accurately assess risks from heavy rain and heat.
Agriculture Feels the Heat
The 2026 heatwave has also left its mark on farming. NRW's grain harvest is expected to fall by roughly five percent — about 100,000 tonnes less than normal. Many farms are turning to drip irrigation and more resilient crop varieties in response.
At the same time, the state is pushing ahead with the energy transition. A new coordination office for ground-mounted solar photovoltaics opened yesterday. It offers free advice to municipalities and project developers on planning and permitting solar installations, including agri-PV systems that combine farming with electricity generation.
