Europe's $80bn ETF Behemoth Shows No Signs of Slowing — Even With a Cheaper Sibling in the Wings

Vanguard's All-World UCITS ETF saw $18.2B inflows in 2025, even as its new All-Cap fund undercuts fees. July inflows hit $3.42B.

The numbers keep getting harder to ignore. Europe's most popular global equity exchange-traded fund pulled in another $3.42 billion during July alone, a haul that more than doubled the second-best performer across the continent's entire ETF landscape, according to data provider Ultumus.

That single-month figure extends a remarkable run for the Vanguard FTSE All-World UCITS ETF, which has now absorbed roughly $18.2 billion in net new money since the start of the year — the highest tally of any individual ETF in that window. The fund's total assets have swelled to approximately $77 billion, with Vanguard reporting a slightly higher aggregate figure of $79.553 million across all share classes as of July 31.

A fee war Vanguard started — and is now fighting on two fronts

What makes the sustained demand all the more striking is the timing. Just over a week ago, Vanguard launched the FTSE Global All-Cap UCITS ETF, an in-house rival that tracks a broader universe at an annual cost of just 0.07 percent — half the price of the All-World fund's newly reduced 0.14 percent expense ratio. The newcomer, offered in both distributing and accumulating versions, has reportedly drawn lively interest from investors.

Yet the established heavyweight appears unfazed. Its dominance owes much to sheer market penetration: the fund is embedded in countless savings plans and portfolios across Europe, giving it a liquidity and scale advantage that challengers — even cheaper ones from the same stable — struggle to match.

Vanguard has also been busy narrowing the cost gap on its own terms. The reduction from 0.19 percent to 0.14 percent, implemented roughly a week before the All-Cap launch, followed an earlier cut from 0.22 percent in October 2025. Within a few months, the fee has fallen by more than a third. The provider calculates the cumulative savings for investors at around $37 million annually across all affected share classes.

Competitive pressure from outside the firm has played its part too: BlackRock and DWS both offer products tracking the same index at 0.12 percent, keeping the spotlight firmly on pricing across the broad global equity ETF segment.

Price action mirrors the inflows

The market has taken note of the fund's gravitational pull. The share price closed Monday at €167.72, a mere 1.5 percent below its 52-week high of €170.24 reached in mid-August. Year-to-date gains stand at 15 percent, stretching to 23 percent over twelve months. The 8.2 percent premium to the 200-day moving average underscores how steadily the uptrend has built.

The broader Vanguard UCITS complex tells a similar story. Across all its European-domiciled funds, July inflows reached $7.7 billion, with equity ETFs capturing the lion's share at $6.1 billion and bond products adding $1.3 billion.

For existing holders, the arrival of the cheaper All-Cap fund changes little in the near term — the All-World ETF remains by far the largest and most liquid vehicle of its kind in Europe. The more consequential question is whether Vanguard's latest fee cuts go far enough to keep price-sensitive newcomers from defecting to the new offering. The answer will emerge in the flow data of the coming months, as both products compete for the same pool of long-term capital.
