Deutsche Telekom Taps Cloudflare for Enterprise Security Push as Shares Languish

Deutsche Telekom is leaning on its higher-margin corporate business to make the most of a freshly announced alliance with Cloudflare, pairing a direct network interconnection with an expanded security portfolio aimed at business customers across Europe.
Under the arrangement unveiled Wednesday, the Bonn-based carrier will fold Cloudflare's security and connectivity products into its own enterprise offering, with its large-customer arm T-Systems handling consulting, technical integration and ongoing managed services. The two partners also plan to develop joint offerings around digital sovereignty and post-quantum cryptography, alongside security concepts tailored to cloud and AI environments—a response to mounting corporate demand for stronger defenses against cyber risks.
Interconnection Aims to Clear Bottlenecks
Running parallel to the enterprise services push is a direct link-up of the two companies' IP networks, intended to lift connection quality and resilience. Until now, part of the traffic between the two traveled via intermediary transit providers, a setup that repeatedly produced delays. Cloudflare publicly complained back in 2023 that Telekom customers were at times reaching its content over congested transit routes. Handing traffic over directly is meant to eliminate those waypoints and shorten transmission latency.

Plenty of blanks remain, however. Neither side has disclosed the specific handover locations, the volume of data to be carried, or the technical and commercial terms of the implementation. Nor has a classic settlement-free peering arrangement been explicitly confirmed.
Analysts Stay on the Sidelines
The market gave the announcement a muted reception. Against a soft session for European telecom stocks, Telekom shares closed yesterday down 1.1% at EUR 26.11. The sector has been cautious since an analyst downgrade roughly a week ago weighed on the stock. That close sits 24% below the 52-week high of EUR 34.35.
Bernstein Research reiterated its neutral stance on the German group. For US subsidiary T-Mobile US, the firm carries a "Market-Perform" rating with a USD 220 price target. JPMorgan takes a rosier view, running an "Overweight" on the US unit with a USD 260 target.
What matters most for the parent company over the coming quarters is how quickly T-Systems can turn the new security offerings into revenue. Should the cooperation translate swiftly into fresh service contracts, the enterprise segment could deliver a steadier earnings contribution down the line. For Bonn, the Cloudflare tie-up represents a strategic move to bolster its network-security business while clearing away a long-running friction point over data routing in its European network.
