The company has spent recent weeks assembling an impressive roster of allies — universities, research institutes, a global IT consultancy — yet none of it has moved the needle where it matters most: the share price.

The stock changed hands at 14.01 EUR premarket, extending its year-to-date decline to 38%. Monday's session alone brought a 2.2% dip to 13.71 EUR, a muted reaction to the company's latest announcement of a Quantum Supply Chain Initiative with the University of Arkansas.

A Flurry of Signatures, a Shortage of Revenue

That Arkansas project, housed at the Sam M. Walton College of Business, is designed to fund education and independent research into quantum applications for retail logistics, transportation and national defense. It follows a string of similar moves. Roughly two weeks ago, D-Wave struck a strategic partnership with CGI aimed at embedding quantum optimization into enterprise operations — spanning supply chains, rail transport, retail and energy utilities. Under that arrangement, CGI plans to fold access to D-Wave's Advantage2 annealing processors and hybrid solver services into its own offerings.

Then came word from Florida Atlantic University, which secured a $200,000 cooperative agreement from NIST, the U.S. Commerce Department agency, to build a regional quantum cybersecurity training program alongside D-Wave. An Advantage2 system is slated for installation on campus as part of the effort.

Each of these deals carries strategic weight. On paper, the CGI tie-up represents precisely the kind of industrial-scale integration that deep-tech firms need to cross the chasm from laboratory curiosity to commercial workhorse. The academic alliances cultivate a pipeline of future talent and raise D-Wave's profile across research and government circles.

For shareholders, though, the arithmetic is stark. The NIST money goes to the university, not to D-Wave. Grant funding and campus initiatives generate visibility, not cash flow. And since the CGI announcement, the stock has shed 8.3% — a telling verdict on how the market currently weighs partnership announcements against the absence of recurring revenue.

Betting on Gate Models Before the Hardware Exists

D-Wave's technical ambitions extend well beyond its annealing roots. A little over a week ago, the company launched a beta program for a gate-model simulator, giving selected participants from industry and academia a sandbox for error-aware programming. The roster includes BBVA, FirstQFM, Florida Atlantic University and the Jülich Supercomputing Centre. Since that rollout, the shares have slipped 5.0%.

The logic behind the move is sound: it lets developers write and test algorithms for universal quantum computing before fault-tolerant gate-model hardware is ready for prime time. It also broadens D-Wave's addressable market beyond quantum annealing, its long-standing specialty. But commercially, the simulator changes little in the near term. Years likely separate today's beta testers from production-grade, revenue-generating deployments.

The Gap Between Ecosystem and Earnings

What the past few weeks illustrate is a dilemma familiar to anyone tracking quantum pioneers. Management is visibly working to demonstrate technological relevance and to lock prospective customers into its platform through partnerships and training programs. The market, meanwhile, is demanding proof that pilot projects and simulator access can be converted into repeatable, profitable services.

Until that proof arrives, skepticism looks set to remain the dominant force. D-Wave is laying foundations for what may one day be critical quantum infrastructure — but for investors, the path demands patience, and plenty of it.
