Coinbase Rides Dual Tailwinds: Abu Dhabi License and White House Talks Lift Shares

Coinbase shares surged roughly 8% on Thursday, extending a rally that has pushed the stock decisively above its near-term trendline. The crypto exchange's equity climbed 7.9% to €148.08 in European trading, building on momentum from a pair of developments that underscore the company's twin strategy: expanding internationally while pressing for regulatory clarity at home.
Desert Expansion Targets Tokenized Securities
The most concrete catalyst came from the Persian Gulf. Coinbase secured a license in Abu Dhabi that will permit the custody and trading of tokenized versions of traditional equities — digital representations of classic stocks that the company plans to launch within weeks. The offering will initially target non-US clients, a move that signals the exchange's ambition to reduce its reliance on American regulators while tapping into the growing market for digital real-world assets.
The Middle Eastern beachhead is just one piece of a broader operational overhaul. Coinbase is also migrating its international derivatives business from its legacy International Exchange onto infrastructure built by Deribit, the platform acquired in 2025. The transition, which employs the Starbase matching engine, is slated for completion on September 9. Deribit separately plans to introduce perpetual futures contracts covering US equities, ETFs, commodities and pre-IPO instruments starting August 31. Management expects the new structure to expand the product lineup to more than 125 contracts.
Washington Winds Shift
On the political front, CEO Brian Armstrong joined other industry leaders at the White House on Wednesday for talks with President Trump and administration officials, pressing for clearer rules governing digital assets. The meeting follows the release of a draft "Regulation Crypto Assets" framework by the SEC on Tuesday, which proposes exemptions for startups raising up to $5 million and a streamlined pathway for offerings up to $75 million.
Senate action could prove decisive next month. Industry observers anticipate a vote in September on the "Digital Asset Market Clarity Act," legislation that would establish a comprehensive legal framework for the sector. A favorable outcome would remove a persistent overhang that has weighed on the platform's valuation amid years of regulatory uncertainty.

The political engagement comes with complications, however. New York's city council launched an investigation on Monday into marketing practices at several trading platforms, including Coinbase, focusing on whether promotional efforts for prediction markets are misleading or disproportionately target younger audiences.
A Transformed Business Model
The strategic pivot extends well beyond geography. Bitcoin transactions, which once accounted for more than half of Coinbase's revenue, now contribute just 12% of net sales. Three pillars have filled the gap: subscription models hit a record high in the second quarter of 2026, derivatives and prediction markets have absorbed weak trading volumes, and automated financial agents (AIFIs) represent an emerging growth vector.
That diversification helped the company remain profitable despite a challenging market environment, with adjusted EBITDA staying positive for the fourteenth consecutive quarter. The second-quarter results, reported in late July, showed a net loss of $359 million — a miss against analyst expectations — yet the platform still captured a record 10.3% global market share of crypto trading volume.

Analyst Adjustments and Technical Position
The shifting landscape has prompted mixed reactions from the sell-side. Cantor Fitzgerald trimmed its price target on August 3 from $250 to $184, while BTIG maintained its "Buy" rating the following day. In a separate filing matter, the company noted that Brock Lawrence J is no longer classified as an "officer" under SEC Rule 16a-1 as of August 17.
The stock now trades comfortably above its 50-day moving average of €137.96, a level that has historically served as a short-term support marker. Bitcoin's recovery to the $65,000 region — reclaiming a key resistance zone for the first time since August 10 after dipping near $62,000 — has also brightened the trading backdrop for the exchange's users.
Coinbase has also trimmed costs in emerging markets, cutting fees for converting Brazilian real into the USDC stablecoin by 85%. Whether the current rally extends beyond the near term likely hinges on the Senate's September vote — and whether the company can maintain its profitability streak while navigating an increasingly complex regulatory map across multiple jurisdictions.
