BCE Wins a Buy Upgrade Without a Higher Target as Its Regina AI Campus Enters the Public Gauntlet

Canaccord Genuity handed BCE a fresh endorsement, lifting the telecom operator to Buy from Hold — a move that sent the shares up 3.7% even though the firm left its price target untouched at C$32. The split between a rosier rating and a static target tells its own story: what changed was Canaccord's read on the business, not its valuation math.
That reassessment followed direct talks with Bell Canada's management, and it rests on two separate legs. The first is Bell AI Fabric, the company's artificial intelligence infrastructure play, which the analysts now believe could contribute more to earnings than they previously assumed. The second is pricing. Canaccord points to firmer trends in both mobile and internet services — meaning the upgrade does not hinge on AI revenue alone.
A C$800 Million Path, Not a Delivered Result
On the AI side, Canaccord sketched out a trajectory in which Bell AI Fabric could reach C$800 million in adjusted EBITDA by 2028, up sharply from its earlier C$550 million estimate. That figure describes a possible future earnings path before interest, taxes, depreciation and amortization — not money already booked. The distinction matters: the raised estimate speaks to potential, and the management conversations behind it do not convert that potential into realized profit.
There is a tangible operational thread running alongside the forecast. On October 1, Bell — BCE's operating subsidiary — reported construction progress at its AI Fabric data center campus in Saskatchewan, a facility designed for 300 megawatts of capacity. That disclosure gives the AI narrative a concrete project to point to, though campus construction milestones and EBITDA projections are not the same thing. Ground being broken does not by itself validate Canaccord's earnings expectations.
Should investors sell immediately? Or is it worth buying BCE?
Regina Land Deal Moves Into Public Review
The build-out itself is advancing through a regulatory process rather than a ribbon-cutting. On October 7, the Sherwood town council held a first reading on amendments to its land-use bylaws, pushing the proposed expansion of Bell's AI data center into public scrutiny. For investors, the takeaway is procedural progress — and the conditions still standing in the way.
Bell has secured conditional agreements to purchase roughly 895 acres near Regina tied to the proposed expansion. Those deals are not unconditional closings, and a first council reading is not final approval of the zoning changes. The step opens the proposal to public examination; it does not guarantee a shovel in the ground or a campus in service.
A separate thread adds friction. The Standing Buffalo Dakota First Nation has demanded information, with Chief Rodger Redman sending a letter to BCE and Bell Canada that became public on October 2. The letter concerns the AI data center and the proposed expansion, and it gave Bell ten business days to respond. The nation warned that a failure to reply could trigger legal action or a judicial review. That is a conditional threat rather than a filed proceeding, but it introduces a second front — how Bell handles the information request — alongside the land-use question. Both threads belong to the same expansion, yet they move on different tracks.
BCE at a turning point? This analysis reveals what investors need to know now.
Desjardins Trims Its Target, Keeps Its Rating
Bay Street's view is not uniform. Also on October 7, Desjardins lowered its BCE price target to C$41 from C$43 while maintaining its Buy rating — a lower valuation ceiling paired with a still-positive recommendation. That combination cannot be read as a verdict on the data center project specifically.
Weighing it all together, Bell has cleared a procedural hurdle and put a price tag on its AI ambitions. The conditional land agreements, the absence of final zoning approval and the First Nation's information demand all cap how much that progress can be taken as proof of a completed expansion. Canaccord's upgrade anticipates the payoff; it does not substitute for results.
