The US president took to Truth Social to assert that the mere threat of pharmaceutical tariffs has already unlocked more than $600 billion in new industry spending — and Bayer's Ohio project sits squarely in the middle of that narrative.

The Leverkusen-based group is building a production facility for active ingredients and finished medicines in New Albany, near Columbus, spanning 200 acres. The price tag: $2.2 billion. Ohio Governor Mike DeWine has called it the largest international health project his state has ever seen and a record investment from Germany, with the site expected to generate both temporary construction jobs and permanent positions in advanced manufacturing and research.

Tariff Rhetoric and the Long Game

Trump has paired his demand for lower drug prices with threats of steep protectionist measures, floating tariffs on generic imports that could climb to as much as 200% within two years. The aim is to push foreign manufacturers toward large-scale US investment — a squeeze that leaves European drugmakers navigating between established global supply chains and the regulatory hurdles of the world's biggest healthcare market.

Bayer's North American push, however, predates the current tariff noise. According to the Deutsche Presse-Agentur, the company has already poured more than $7 billion into US pharmaceutical research, development and production capacity over the past five years. Expanding local output cushions the impact of potential trade barriers and bolsters supply independence for the North American market — a pillar of stability for investors that hinges heavily on future political conditions.

Personnel and Pipeline Moves

On the operational side, Bayer is consolidating leadership in its prescription medicines business. The move bundles key responsibilities for advancing the pharmaceutical pipeline, allowing strategic development programs to be steered from a single hand.

The research pipeline delivered a regulatory partial win in parallel. Subsidiary BlueRock Therapeutics announced on Wednesday that both the FDA and the European Medicines Agency granted Orphan Drug status to Lemiretprocel, designated OpCT-001, for certain inherited retinal diseases. The classification is designed to spur therapies against rare conditions and provides procedural support during further clinical trials.

Divestment and Refinancing

These steps slot into a broader series of portfolio adjustments. On September 21, Bayer agreed to sell the rights to cancer drug Stivarga to pharmaceutical company Grünenthal for up to EUR 375 million, with the deal expected to close at the end of 2026 or early 2027. Two days later, management shored up the balance sheet by placing EUR 2 billion in hybrid bonds across two separate tranches, lifting the total outstanding volume of these subordinated notes to EUR 6.55 billion.

Market Reaction

The stock has shown a softer tone in recent sessions. On Friday, the shares closed at EUR 45.02. Over a seven-day stretch, the decline adds up to 10%. Even so, the broader yearly picture remains positive: since the start of the year, the stock is up 22%, and it holds a 4.5% cushion above its 200-day moving average.
