Ballard Power's UBS Downgrade: A Reality Check for the Hydrogen Economy

While political targets and visions of a rapid overhaul of heavy-duty transport have dominated the narrative for years, the industrial rollout is grinding forward at a far slower pace. Few companies embody this tension as vividly as Ballard Power Systems.
UBS Trims Its Sights
On Wednesday, UBS delivered a stark reassessment of the fuel-cell maker's prospects, cutting its price target from US$6.50 to US$2.15 while keeping a Neutral rating on the stock. The Swiss bank pointed to sluggish project execution and hesitant customer adoption as the driving forces behind the revision.
That hesitancy exposes a deeper structural problem. When fleet operators hold back and hydrogen projects struggle to get off the ground, the growth models that once underpinned bullish forecasts start to wobble — with immediate consequences for medium-term revenue expectations.
UBS now projects revenue of US$157 million for fiscal 2027, down from its earlier estimate of US$180 million. The bank also slashed its valuation multiple for the enterprise-value-to-sales ratio from 6.1 to 2.0, a move that media reports suggest reflects both company-specific delays and a broader de-rating across the sector's comparables.

Betting on Service to Win Over Fleets
To counter commercial operators' reluctance, Ballard is trying to build trust through long-term product commitments. For fleet managers, uncertainty over reliability and running costs often weighs heavier than the upfront purchase price.
Enter Fleet360, a service program unveiled Thursday for North American fleets running the FCmove-HD+ fuel-cell system. Its centerpiece, FCcare+, contractually guarantees module power output for up to 250,000 miles of operation. The package also includes binding customer-service response times and fixed deadlines for resolving technical issues during active fleet operations.
Such commitments target the failure risks that loom large in continuous duty cycles. Yet can an expanded service offering alone persuade hesitant customers to convert their fleets? As long as hydrogen infrastructure remains underdeveloped and projects advance at a crawl, guarantees can hardly compensate for the missing market penetration.
Market Skepticism Weighs on the Shares
Investors have long since turned cautious on the sector. Ballard's stock closed Friday at EUR1.82, bringing its year-to-date decline to 17 percent.
The sharply reduced multiples signal that investors are no longer willing to pay rich premiums for distant future hopes. What they want now are tangible project milestones and dependable delivery figures.
For shareholders, the pivotal question has shifted. It is no longer whether the fuel cell works technically — it is how many more years must be bridged before volumes reach economically viable levels.
