Arafura Rare Earths Chair to Step Down as Nolans Enters Construction — and the Market Barely Blinks

Mark Southey will not stand for re-election as non-executive chair of Arafura Rare Earths, the company has confirmed, with his departure timed to take effect immediately after the annual general meeting on 22 October 2026. The exit, made under rule 7.1(e) of the company's constitution, caps a board tenure stretching back to January 2018; Southey took the chair in February 2019.

The announcement lands at an awkward-looking moment. Nolans, the rare earths project that has become the company's defining asset, is crossing from planning into construction — the milestone that turns Arafura from an explorer into a builder. Southey's chairmanship spanned the board refresh, the funding push, the definitive feasibility work and the final investment decision that made the build possible. Managing director Darryl Cuzzubbo publicly credited him for more than eight years of service.

Succession Search Underway

Arafura's board has already begun hunting for a replacement, looking both internally and outside the company, and has pledged an update no later than the October meeting.

That framing matters. Southey is handing over after the hard strategic calls — financing and the go-ahead — have been made, not in the middle of a crisis. For shareholders, the operational leadership stays put even as the board's top seat changes hands. Cuzzubbo's warm send-off reinforces the impression of an orderly transition rather than a rupture in direction.

Should investors sell immediately? Or is it worth buying Arafura Rare Earths?

The Stock Tells a Different Story

Arafura's shares changed hands at 0.1040 euros on Wednesday, a 14% slide over seven days that leaves the stock roughly 4% above its 52-week low of 0.0999 euros, set only in mid-September. Selling pressure has been persistent, and the market has greeted recent news with a skeptical eye.

Zoom out and the picture is starker still. At 0.1063 euros, the equity sits 66% below its 52-week high of 0.3100 euros, touched on 13 October 2025, and 32% adrift of its 200-day moving average of 0.1552 euros — evidence that the medium-term downtrend is intact, even as the stock clawed back 3.7% on the day.

Valuation views diverge sharply. One research house carries a Buy rating with a price target of 0.40 Australian dollars, a level the stock trades well below on its home exchange in Australia. That gap captures the uncertainty hanging over rare earths as a sector, sharpened by the global scramble for processing capacity outside China, which by most accounts controls about 90% of worldwide refining.

Why the Chair's Exit Is Not the Main Event

For Arafura investors, the personnel question at the top of the board is likely to matter less in the coming weeks than whether Nolans stays on schedule. The strategic groundwork is done — funding secured, construction started — so a smooth handover should register as a footnote rather than a drag, provided the succession search concludes by the October AGM.

The broader backdrop gives the story its weight. Nolans is positioned as a key source of neodymium and praseodymium outside China, and Australia — the world's fourth-largest ore producer — is pushing to expand its own processing footprint. ANSTO, the national research organisation, opens a pilot plant near Sydney to commercial partners this month. Against that strategic prize, the identity of Arafura's next chair is a detail; whether the build stays on track is not.
