AMD's Helion Rack Blueprint and Scaleway Win Surface as Chip Stocks Ride a Rate-Driven Rebound

Chip stocks found their footing on Tuesday after a bruising stretch, and AMD was among the beneficiaries. The shares climbed 3.4% to EUR 486.70, though the advance owed little to anything the company itself disclosed. A broad countermovement across US markets did the heavy lifting, helped along by retreating government bond yields and softening oil prices.

The relief came on the heels of a turbulent run. The semiconductor ETF SOXX had tumbled 11.8% the previous week — its worst weekly performance since March — before rebounding 2.4% on Monday, according to media reports. That whipsaw underscores how tightly the market is still tethered to macro signals: when rates and energy costs dictate the tape, company-specific news tends to fade into the background.

Friday's session had told the opposite story. AMD shares fell 6.2% to EUR 470.50 as a sector-wide selloff swept technology and semiconductor names. Reuters and AP attributed the pullback to mounting investor doubts over how the massive buildout of artificial intelligence infrastructure will be financed over the long haul, with reports of advances by Chinese chipmakers further souring sentiment toward US players. The hesitation lands at an awkward moment — companies are pouring vast sums into data centers and model development, and shareholders are increasingly asking when those outlays will translate into earnings.

Helion Takes Aim at Agentic AI

Against that unsettled backdrop, AMD is pressing ahead with its data-center roadmap. On October 12 the company unveiled Helion, an open rack-scale blueprint built specifically for agentic artificial intelligence workloads. The design traces its lineage to the Open Compute Project and spans configurations from pure CPU architectures for hyperscale environments to combined CPU-GPU systems for enterprise deployments.

Should investors sell immediately? Or is it worth buying AMD?

Helion speaks to a shifting data-center requirement: specialized AI agents are expected to handle increasingly complex tasks autonomously. Co-development with industry partners is already underway, with broader availability targeted for November 2026. Whether the initiative can meaningfully challenge the dominant player in AI accelerators is another question — and the answer will ultimately be written in the balance sheets of the big cloud operators, where strategic blueprints take months to show up in profitability.

Scaleway Picks Instinct for Swedish Supercomputer

Hardware demand, meanwhile, is coming from Europe. French cloud provider Scaleway announced on October 13 that it will build an AI supercomputer in Sweden powered by AMD's Instinct MI355X graphics processors paired with the company's ROCm software stack. Neither partner disclosed the size of the order.

Supply security is the other front. AMD chief executive Lisa Su said on October 8 that the company wants to discuss an expanded partnership with Samsung, with media reports indicating the talks center on securing additional volumes of high-bandwidth memory for AI accelerators. The South Korean group, for its part, is said to be angling to extend the existing supply relationship into manufacturing orders for logic chips.

November Looms Large

For all the strategic maneuvering, the operating reality remains the yardstick. Despite the recent swings, AMD shares are still up 164% year to date — a valuation that will need convincing numbers to sustain. The next test is already circled: as the company announced on October 6, third-quarter 2026 results will be released on November 3 after the US close. Only then will investors learn how well data-center chip demand is holding up against the economic headwinds. Until that print lands, broader market moves are likely to set the pace of any recovery.
