A Court in Münster Will Decide Whether Workshop Employees Get the Minimum Wage — but Not Before November 2026

Companies and public-sector employers are casting an increasingly wide net for workers with disabilities as skilled-labour shortages bite. Dedicated networks and job centres are turning that interest into real placements, even as politicians and courts weigh fresh rules on pay floors and hiring quotas.

Four New Hires at a Courthouse in Hesse

One recent example sits in Königstein im Taunus, where four young people with disabilities have taken up posts at the local district court. The placements came together through a coordinated effort involving the court itself, the Bad Homburg employment agency, the integration office of the Hesse regional welfare association, and the state's single contact point for employers.

The same employment agency is teaming up with the Bildungswerk der Hessischen Wirtschaft to host a recruitment event, "JobChance inklusive – Talente treffen Arbeitgeber," on Thursday, 22 October. More than 30 employers are expected to present openings in the region.

Smaller firms are hiring too. In Dargun, landscaping company Dädelow trains people with disabilities; managing director Marco Daedelow completed an additional special-needs education qualification and received an inclusion certificate from the Neubrandenburg employment agency. In that agency's district, just under 1,000 people with severe disabilities were registered as unemployed in September.

Eight Jobs Dismantling Electronics in Westphalia

At recycling firm Dutz in the Westphalian town of Borken, managing director Sarah Dutz employs eight staff with disabilities who break down or repair electronic scrap. They are paid above the minimum wage, and the company has followed this approach since 2018.

Nationwide, the "Schichtwechsel" action day — this year under the motto "Neue Perspektiven für mehr Teilhabe" — drew the Munich district administration for the first time at the end of September. Employees of the Isar-Würm-Lech workshops and the Pfennigparade shadowed staff at the authority, while its own employees visited the partner organisations' assembly areas and their art and accessibility workshops.

Sharper Pressure, Lower Pay

Research points to a mixed picture on working conditions. According to the fact sheet "Erwerbsteilhabe im Vergleich" from the Federal Institute for Occupational Safety and Health, drawing on the 2024 employed-persons survey, workers with a disability degree of 50 or above report heavy physical and psychological strain less often than those below 50. The latter group faces performance and deadline pressure more frequently and has less say over how much work they take on.

At the same time, pressure is building on Germany's separate workshop system. Around 300,000 people with disabilities work in such workshops across the country, and the Society for Civil Rights puts the pay of many of them at just two euros an hour.

That figure is now the subject of a test case at the Münster labour court, where a workshop employee is suing the Freckenhorster Werkstätten for the statutory minimum wage. A ruling is not expected before November 2026. The workshops argue they cannot fund the minimum wage from their own resources and say federal politicians must shoulder the financing.

Brazil Ties Subsidies to Hiring Quotas

Regulation is shifting abroad as well. On 14 October, a parliamentary committee in Brazil's Chamber of Deputies approved a bill providing subsidies and credit lines for workplace adaptations. To qualify for the funding, companies with at least 100 employees must demonstrate that they meet the statutory hiring quota of two to five percent.
