For every piece of bullish news XRP attracts, its price refuses to join the party. An executive order that could hand Ripple direct access to the Federal Reserve’s payment systems, a Senate committee vote to classify the token as a commodity, and a weekly $22 million injection into spot ETFs have all failed to lift the cryptocurrency above $1.40. At $1.34, XRP sits roughly 20% below its 200-day moving average and a long way from its 52-week high of $3.56.

The contradiction is hard to ignore. While Bitcoin ETFs suffered their worst week since January, losing over $1.25 billion, and Ether funds bled $216 million without a single positive day since May 8, XRP-focused products have recorded net inflows every day since April 30. Cumulative flows into the five spot XRP ETFs topped $1.5 billion by early March, making XRP the third-largest single-asset crypto ETF category. Yet the token itself has been unable to hold above $1.42 and recently touched a six-week low of $1.30 before a modest recovery.

A regulatory three-card trick

None of this is happening in a vacuum. On May 19, President Trump signed an executive order requiring the Federal Reserve to conduct a 120-day review of whether non-banks and crypto firms should get direct access to the Fed’s payment systems. For Ripple, which has already applied for a national trust bank charter and a Fed master account, approval would be transformative. The Fed is obliged to respond to complete applications within 90 days; if Ripple files a full application by end of June, a decision could land as early as late September. The market gave the announcement a one-day pop of 6%, but the gains quickly faded.

Parallel to that, the Senate Banking Committee on May 14 approved the Digital Asset Market Clarity Act with bipartisan support, setting up a floor vote. If passed, the bill would explicitly classify XRP as a commodity under federal law, ending years of regulatory uncertainty tied to its possible classification as a security. Analysts see that as the green light for deeper institutional capital into XRP ETFs and related products.

On-chain signals send mixed messages

Beneath the surface, the XRP Ledger tells a story of growing user activity but retreating whale interest. More than 4,300 new wallets were created in a single 24-hour period — the fourth-largest daily increase of 2026. At the same time, whale transactions worth over $1 million collapsed by 57% across nine trading sessions, hinting at reduced volatility. Exchange net outflows swung from -7.1 million XRP in mid-May to -29.3 million XRP on May 24, which could point either to buying pressure or to holders shifting tokens into self-custody.

A brief spike on PlayStation Network integration rumours added around 8% to the price early last week, but Sony Interactive Entertainment officially denied any plans to incorporate XRP or any cryptocurrency on May 25, and the token gave back those gains sharply.

Technicals remain the final arbiter

For XRP to break out of its current rut, it needs to reclaim the $1.40–$1.45 zone. A sustained push above that would target the 200-day average near $1.68. On the downside, a break below $1.27 would put the 52-week low back in play. The token is also due for the rippled v3.1.3 network upgrade on May 27 — a maintenance release aimed at further stabilising the XRP Ledger, though unlikely to shift price dynamics on its own.

XRP at a turning point? This analysis reveals what investors need to know now.

What remains to be seen is whether the ETF inflows can keep defying the broader market’s risk-off tone. If they do, it will strengthen the case that allocators view XRP as a standalone bet rather than a satellite position around Bitcoin. For now, the chart is waiting for proof.
