XRP's Two-Front War: European Regulatory Win Meets US Senate Stalemate as Ledger Evolves

Ripple's MiCA license pushes XRP above $1.11, but US legislative delays and technical developments on the XRP Ledger highlight a diverging crypto landscape.

Ripple's provisional license under the European MiCA regulation sent XRP briefly above $1.11 on Friday, a 5.5% daily gain that belied the token’s broader struggles. The CASP license allows Ripple to expand services across the Eurozone while many competitors scale back under the bloc’s strict rules, handing the payments firm a clear competitive edge. But the euphoria masks a deeper split: Europe is opening doors just as the US Senate delays critical crypto legislation, and the XRP Ledger is racing to build institutional infrastructure that could ultimately determine the token’s fate.

Across the Atlantic, the CLARITY Act — a bill that would provide legal clarity for digital commodities — remains stuck. The Senate vote, originally expected in mid-July, now looks likely to slip into August after the chamber returns from recess on July 13th. Galaxy Digital recently cut its probability of passage this year from 75% to 60%, citing holdups in the Banking Committee. That political drag has helped push XRP down nearly 42% year-to-date, with the token hovering around $1.09 — just a few cents above its 52-week low of $1.01.

Yet beneath the price charts, the XRP Ledger’s technical evolution is accelerating. Core developer Denis Angell confirmed on July 2nd that the Batch Amendment, which passed a security audit, has been re-added to the core repository and is now up for validator vote. If activated, it will allow atomic bundled transactions — sending, receiving, and other operations in a single ledger entry. Separately, a developer team has submitted “AMM Swappable Curves” to the XRPL Standards, a proposal that would let liquidity pools switch from the traditional constant-product model to concentrated liquidity or StableSwap curves, boosting capital efficiency for DeFi users.

Should investors sell immediately? Or is it worth buying XRP?

The most consequential test, however, is the push for a native lending layer. Two amendments — XLS-65 for Single Asset Vaults and XLS-66 for a Lending Protocol — are currently in the validator voting window. As of July 3rd, XLS-65 had 22.86% support and XLS-66 had 20%, both far from the 80% threshold needed over two weeks for activation. The ambition is a fully institutional credit layer on the ledger, where off-chain credit checks enable uncollateralized loans for regulated financial institutions, executed via on-chain term loans.

Ripple’s stablecoin RLUSD is quietly fuelling much of the network’s recent activity. On-chain data from July 2nd shows that 51-52% of the total RLUSD supply now sits on the XRP Ledger, with the stablecoin’s global market capitalization reaching roughly $1.7 billion. The RLUSD balance on the ledger alone topped $800 million by late June, pushing the entire stablecoin ecosystem on the network toward the $1 billion mark — currently around $907 million. This growth coincides with a sharp spike in usage: daily active XRP addresses jumped 72% in late June to about 39,500, and new wallet creation hit 4,941 on July 2nd, the highest single-day figure in three months.

Asia remains a steady anchor for Ripple. Japanese investors poured an estimated $21.7 billion into XRP over the past year, with financial giant SBI Holdings driving adoption. SBI Ripple Asia expanded its payment network to 26 Japanese banks by April 2026. In the US, institutional demand holds firm despite regulatory uncertainty: XRP spot ETFs have drawn cumulative net inflows of approximately $1.48 billion since November 2025. Though June 30th saw the first small net outflow in weeks, the seven XRP ETFs still manage roughly $1.4 billion in assets, with over 800 million tokens locked in those funds.

Technically, XRP faces a critical juncture. The token sits about 9% below its 50-day moving average and roughly 27% under the 200-day average of $1.49. The relative strength index of 43.4 signals neither oversold nor overbought. The $1.11 level now acts as hard resistance; a genuine buy signal would require reclaiming $1.20. Should the price slip back below the psychological $1.00 mark, a rapid decline toward $0.80 could follow. The next two weeks will reveal whether the lending amendments can muster the necessary validator support — and whether the network’s accelerating utility can finally lift a token that has spent most of 2026 retreating.
