April has delivered the strongest monthly inflows into US-listed XRP spot ETFs since their inception, with roughly $81 million pouring in — yet the token itself remains stubbornly anchored near $1.38, down about 3.5% on the day and deep inside the narrow $1.36-to-$1.44 range that has defined the month. The disconnect between institutional accumulation and price stagnation has become the defining feature of XRP’s spring.

The ETF data tells a story of shifting allegiances. Bitwise has overtaken Canary Capital as the dominant XRP ETF product, with cumulative inflows of $425.6 million against Canary’s $421.9 million. April alone saw Bitwise gather nearly $40 million, while Franklin Templeton added another $22.7 million. Canary, by contrast, managed just $445,000. The divergence reflects market mechanics: Bitwise runs the most liquid product, making it the natural destination for institutional orders of any size, while Franklin Templeton competes on price with a 0.19% fee — roughly half what most rivals charge. The March outflows of $31 million have been fully reversed, and since April 9, not a single day has registered net redemptions, marking the longest positive streak on record. Cumulative institutional positioning now exceeds $2.6 billion.

Why isn’t the price following? Two structural forces are at work. First, roughly 60% of the circulating supply was accumulated near $1.44, meaning every upward move meets selling pressure from that cost basis. Second, Bitcoin is currently winning the macroeconomic capital rotation game. ETF inflows are absorbing supply continuously, but they aren’t large enough to overwhelm these counterweights.

The infrastructure picture, however, is expanding on multiple fronts. In South Korea, KBank — the exclusive banking partner of crypto exchange Upbit — signed a strategic partnership with Ripple on April 27. The deal involves a multi-stage proof-of-concept for blockchain-based cross-border remittances targeting markets including the United Arab Emirates and Thailand, with an emphasis on speed, cost, and transparency. The second test phase relies on Palisade, a wallet-as-a-service product Ripple acquired in late 2025 as part of a billion-dollar investment package, bringing multi-party computation, zero-trust architecture, and integrated AML and KYC compliance. For XRP holders, the critical detail is that transactions will settle in stablecoins, not XRP itself — the same pattern seen with Deutsche Bank, Convera, and Kyobo Life. Compliance-focused banks simply avoid volatile assets in payment flows; XRP can swing 5% in an hour, a stablecoin cannot.

The KBank partnership is Ripple’s second Korean deal this month, following an agreement with Kyobo Life Insurance to digitize sovereign bond payments via blockchain. The timing is no accident: South Korea is finalizing its Digital Asset Basic Act, which will introduce new rules for custody, tokenized assets, and cross-border activity. KBank has already filed 13 trademark applications around stablecoin wallets, including names like KSC Wallet and Kstable Wallet.

Meanwhile, Coinbase is upgrading XRP’s institutional infrastructure. Starting May 1, the exchange will activate Trade-at-Settlement functionality for XRP futures, allowing institutional traders to execute large block orders at the official closing price rather than against live intraday quotes. This places XRP in the same category as Bitcoin, Ethereum, gold, and crude oil futures on the platform. The upgrade follows the March 2026 joint classification of XRP as a digital commodity by the SEC and CFTC, which has gradually enabled more derivatives infrastructure. A Coinbase survey found that institutional investors plan to increase their XRP allocation from 18% to 25%, with 65% citing regulatory clarity as the decisive barrier.

Ripple is also building corporate treasury infrastructure. The company has integrated native digital asset functions into its GTreasury-based treasury management system, allowing CFOs to manage XRP and the RLUSD stablecoin alongside fiat in a single interface. The platform processed $13 trillion in payments last year — exclusively in fiat. A Ripple survey of over 1,000 finance executives found that 72% view digital assets as a competitive necessity but lack a compliant entry point into existing workflows.

The most consequential variable remains regulatory. The CLARITY Act would classify XRP as a digital good under US federal law, creating the legal certainty many institutional investors require before scaling their exposure. The bill passed the House in July 2025 but has been stuck in the Senate ever since, with markup proceedings postponed three times. Over 120 crypto companies sent a letter to the Senate Banking Committee on April 23 urging a hearing date, but chairman Tim Scott has yet to schedule it. If the CLARITY Act advances by May 21, market observers estimate that cumulative net inflows — currently $1.28 billion — could double. Until then, XRP remains caught between record institutional demand and the hard ceiling of regulatory inertia.
