A landmark regulatory decision has finally provided clarity for XRP after more than four years of legal ambiguity, yet the anticipated flood of institutional capital has failed to materialize. U.S. authorities have formally classified the token as a digital commodity, a significant milestone that has so far not translated into sustained price momentum or substantial investment from major financial players.
On Tuesday, the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) established a formal taxonomy for the crypto sector. In this framework, XRP gained explicit recognition as a "Digital Commodity," alongside Bitcoin and Ethereum. Regulators determined that the token's value is derived from its network utility rather than the managerial efforts of a specific enterprise. Initial euphoria briefly propelled the price to $1.60. However, a restrictive interest rate policy announced by the U.S. Federal Reserve the following day swiftly curtailed the rally, causing the asset to retreat to its current level of approximately $1.46.
Institutional Capital Remains on the Sidelines
While the new regulatory clarity removes a significant legal overhang, it has not automatically generated substantial buying pressure. Data reveals that a dominant 84% of inflows into XRP-focused exchange-traded funds (ETFs) have originated from retail investors. Notably, these funds experienced net outflows of $28 million last week, a stark contrast to Bitcoin ETFs, which attracted nearly $800 million in the same period. This divergence underscores that the hoped-for wave of institutional investment continues to lag.
Despite the tepid market reaction, Ripple, the company associated with the XRP Ledger, is sending strong confidence signals. It has initiated a $750 million stock buyback program, which implies a company valuation of $50 billion. This figure represents a notable increase from its funding round valuation last November. Concurrently, infrastructure for professional market participants is expanding. Since early March, Ripple Prime has been listed in the Depository Trust & Clearing Corporation (DTCC) directory. This integration enables institutional post-trade volumes to be settled directly on the XRP Ledger.

The absence of congressional legislation has already influenced institutional forecasts. Major bank Standard Chartered has revised its year-end price target for XRP downward to $2.80. Analysts suggest that should the pending ETF approvals receive a green light in late March and the Senate committee advances the Clarity Act in April, the final regulatory prerequisites for broad institutional adoption would be firmly in place.
