A sweeping federal reform package, approved by the German government in July 2026, is forcing local works councils to scramble for legal expertise — and in Mecklenburg-Vorpommern, training providers are already rolling out dedicated seminars to help them cope.

The state’s revised Personalvertretungsgesetz (PersVG M.-V.) increases preparation requirements for both staff councils (Personalräte) and representatives for severely disabled employees. Under section 39, paragraph 1, members remain entitled to paid leave for necessary educational events. The cost for a standard seminar: 625 euros. For in-person courses, accommodation and meals come on top.

ver.di’s regional arm, the Forum Nord, has scheduled online sessions for September and a face-to-face event in Stralsund in mid-November. The reason for the sudden training push lies far beyond state borders.

Longer Fixed-Term Contracts, Stricter Sick Notes

In July 2026, the federal cabinet adopted its “Programme for an Upturn and Employment”. Key measures include a requirement for a doctor’s certificate starting from the first day of illness, ending the current practice of phone-based sick notes. At the same time, the law will allow fixed-term employment contracts without a specific reason for up to 48 months — with a maximum of six extensions within that period. The temporary rule runs until the end of 2030. The written-form requirement for fixed-term agreements will be dropped at the start of 2027.

Unions have already signalled resistance. A ver.di spokesperson criticised the longer permissible fixed-term periods, arguing they increase job insecurity and make it harder to organise workers.

To complicate matters further, Mecklenburg-Vorpommern is simultaneously pushing back against proposed cuts to parental allowance duration, which the state government says it will fight via the Bundesrat.

Inclusion Efforts and Persistent Gaps

Social Minister Stefanie Drese issued an appeal in early July urging employers to hire more people with disabilities. At the end of 2025, around 408,000 residents in MV were registered with a disability, of whom 237,500 were classed as severely disabled. Despite state subsidies, roughly half of the affected companies pay a compensatory levy rather than meeting the statutory employment quota. Last year, the inclusion office funded accessible workplace adaptations with 13.7 million euros in grants.

Tax Changes on the Horizon

From 1 January 2027, a series of fiscal adjustments will take effect. The tax-free threshold for Sunday and public-holiday supplements rises to up to 75 euros per hour. Small and medium-sized organisations will benefit from eased GDPR compliance rules.

For works council members, the pace of change means one thing: continuous education on shifting legal terrain is no longer optional — it is essential to represent employee interests effectively.
