The earth has finally moved at Industriepark Höchst. Vulcan Energy turned the first sod on its central lithium refinery on 24 April, and the market response was immediate — the stock punched through both its 100-day and 200-day moving averages in a single session, closing at €2.38 in Frankfurt and A$3.83 in Sydney. That marks a sharp reversal from late March, when the shares were trading roughly 30% below the 200-day line.

What lit the fuse goes beyond the ceremonial shovels. Glencore has locked in offtake of between 36,000 and 44,000 tonnes of lithium hydroxide over eight years, joining a customer roster that already includes Stellantis, Umicore and LG Energy Solution. Taken together, binding offtake agreements now cover around 72% of Lionheart's planned first-decade output, much of it at fixed prices or floors that insulate Vulcan from the recent volatility in lithium markets.

The construction phase is a capital-intensive affair. Vulcan has just closed a €40 million framework deal with Siemens, which will serve as main contractor for automation at the Landau extraction site and the Frankfurt refinery. Siemens Financial Services is also chipping in €67 million of project financing. The broader funding picture rests on a €2.2 billion consortium package sealed in December 2025, involving 13 institutions including the European Investment Bank, BNP Paribas, ING and UniCredit.

That war chest helps explain why investors are watching the cash burn rate with such intensity. At the end of the previous quarter, Vulcan held roughly €523 million in liquid assets, but the operating cash outflow stood at €7.2 million — a figure that is certain to balloon as drilling campaigns at Schleidberg and Trappelberg run in parallel with the Frankfurt build-out. The company has already flagged that additional capital will be needed to reach production targets, raising the spectre of further equity raises and dilution for existing shareholders.

The Frankfurt refinery is designed to produce 24,000 tonnes of battery-grade lithium hydroxide annually from 2028 — enough to equip roughly 500,000 electric vehicles. The integrated model sees lithium chloride solution extracted in Landau and shipped to Industriepark Höchst for processing into monohydrate. The project has carried strategic status under the EU's Critical Raw Materials Act since March 2025, a designation that drew Hesse's minister-president Boris Rhein and Frankfurt's mayor Mike Josef to the groundbreaking ceremony.

On the governance front, Roberto Gallardo — chief strategy officer at HOCHTIEF and president of the CIMIC Group — joined the supervisory board on 1 April. HOCHTIEF invested €169 million in Vulcan last December, giving it a roughly 15% stake.

The next major test comes on 29 April, when Vulcan publishes its March-quarter report — the first financial update since construction began. The cash flow statement will show just how quickly the company is burning through its €2.2 billion financing package. CEO Cris Moreno then faces shareholders at the annual general meeting in Perth on 28 May, where the 2028 production timeline will face its first detailed scrutiny of the year.
