Vietnam's Ministry of Construction has launched an urgent nationwide safety audit of inland and maritime waterways after a speedboat capsized off the coast of Phu Quoc on July 11, 2026, killing 15 people. The incident, which involved a vessel carrying Indian tourists, has prompted government officials to demand stricter enforcement of maritime safety protocols across all major tourist destinations — a move that carries clear lessons for UK employers and travel operators with staff or clients in the region.
Comprehensive Safety Audit for Major Tourism Routes
In an urgent directive issued on July 12, Deputy Minister of Construction Nguyen Xuan Sang ordered a nationwide inspection of passenger transport vessels and port management procedures. The review targets high-traffic tourism routes serving Phu Quoc, Ly Son, Con Dao, Cat Ba, and Ha Long Bay. Authorities in Nha Trang and Khanh Hoa have also been instructed to intensify their oversight.

The safety audit covers vessel registrations, technical certifications, and lifesaving equipment. It also mandates a review of crew qualifications and competence. Deputy Minister Sang emphasised that passenger ships failing to meet these conditions must not be issued departure permits.
Investigative Response and Victim Identification
The crackdown follows the capsizing of speedboat AG-26751 on July 11. The vessel was carrying 32 Indian tourists, three crew members, and one guide when it overturned approximately 200 metres from Hon May Rut at around 1:00 PM. While 21 people were rescued, 15 — 13 men and two women — were confirmed dead. Two survivors remain in critical condition.
Prime Minister Le Minh Hung has ordered the Ministry of Public Security to conduct a full investigation. Initial reports indicate rough seas and strong winds at the time of the capsizing. Rescue operations were completed by 5:30 PM that evening.
The victims were identified as employees and channel partners of the Indian mobile phone company Lava International. Indian Prime Minister Narendra Modi expressed condolences, and the company confirmed that its associates were among those involved.

Stricter Enforcement of Maritime Departure Permits
Following the incident, Deputy Prime Minister Pham Gia Tuc signed Official Dispatch No. 47/CD-TTg to coordinate the government's response and support for the victims. The Ministry of Construction's subsequent Dispatch 26/CD-BXD focuses on preventative measures to avoid future maritime disasters.
Beyond technical inspections, the new mandates require more rigorous passenger boarding procedures and improved weather monitoring at tourist piers. Local authorities in An Giang province have been tasked with providing medical care and logistical support to survivors as the investigation into the speedboat's operation continues.
