Vanguard's Global ETF Reaches New Peak Ahead of Major Index Reshuffle

This rally coincides with a significant upcoming change for its underlying benchmark, setting the stage for a pivotal period for the giant global fund.
A Landmark Reshuffle on the Horizon
The fund's benchmark, the FTSE All-World Index, is set for one of its most substantial reconfigurations in years. Index provider FTSE Russell has confirmed that Vietnam and Greece will be added starting September 21, 2026. Vietnam will transition from a frontier market to a secondary emerging market, while Greece will be upgraded directly to developed market status. Vietnam's inclusion will follow a four-phase model concluding in September 2027, designed to ensure an orderly transition and limit liquidity risks.
While their initial index weights will be modest—approximately 0.02% for Vietnam and between 0.05% and 0.08% for Greece—the broader capital flows are substantial. An estimated $6 billion could be reallocated into emerging market funds as a result of these reclassifications.
Portfolio Composition and Performance Drivers
The ETF's recent strength is underpinned by its concentrated exposure. The United States dominates the geographic allocation with a 57.49% portfolio weight, followed by Japan at 6.25% and the United Kingdom at 3.71%. The information technology sector is the largest single holding at 31.34% of the fund, with semiconductors alone accounting for 10.76%.
This heavy tilt toward US tech has been a primary performance engine but also represents a key vulnerability if sentiment toward the sector shifts. The fund's current Relative Strength Index (RSI) reading of 44, however, suggests the rally to new highs has not been accompanied by excessive euphoria.
A Favorable Macro Backdrop
The fund's performance also reflects a broader market rotation. International equities outperformed US stocks in 2025 and have continued that trend into 2026. Many non-US markets began 2025 with historically attractive valuations and have rallied strongly amid improving sentiment. While the S&P 500 trades near the upper end of its historical valuation range, numerous international markets are closer to their long-term averages.
For a broad-market ETF like VWCE, which replicates the index using a sampling methodology and automatically reinvests dividends, this environment is structurally favorable. The fund holds approximately 3,799 securities from developed and emerging markets and has a managed volume of around $57.5 billion, with the accumulating share class accounting for roughly $35.7 billion of that total.
Cost Efficiency and Precision
Investor costs remain a focus. The fund's total expense ratio is stable at 0.19% per annum. This is part of a wider fee reduction program Vanguard initiated in February 2025, which is projected to save investors over half a billion US dollars. The firm's asset-weighted average expense ratio now stands at 0.06%. The ETF continues to track its benchmark with notable precision, boasting an annualized tracking error of just 0.03%.
The convergence of a record share price, a favorable shift in global market leadership, and an imminent historic index expansion presents a unique moment for this cornerstone investment vehicle. The upcoming additions of Vietnam and Greece will further deepen the fund's geographic diversification, even as its current holdings propel it to new heights.
