Rat Plague Damages Roads and Threatens Rare Birds as Germany Pushes Back Pest-Control Qualification Deadline

Germany extends rodenticide certificate deadline to 2030 amid rat crisis on Föhr, while banning poison sales to untrained private users to protect wildlife.

A growing rat infestation on the North Sea island of Föhr is causing roads to sink and endangering rare ground-nesting birds such as the black-tailed godwit. The situation highlights why Germany’s Bundesrat (upper house of parliament) has extended the deadline for a mandatory competence certificate for professional users of rodenticides from 28 July 2027 to 28 July 2030.

Live traps are proving ineffective on the island. Farmers and conservationists now rely on targeted application of active substances by trained specialists. In the town of Wyk, rat nests have already undermined road surfaces, leading to subsidence.

Despite the longer transition period, the obligation to hold proof of expertise remains firm. Martin Claus of the German Pest Control Association (DSV) cautioned against delaying training, noting that the qualification is compact — at most two days — and valid for six years after completion. Anyone who obtains the certificate now would be covered until 2032.

While extending the deadline for professionals, authorities are simultaneously tightening rules for private users. Preventive distribution of rat poison will be banned. New EU regulations will soon bar non-professionals without a competence certificate from buying rodenticides at all. The aim is to protect the environment and prevent poison from entering the food chain unchecked.

Alongside rats, invasive species are adding pressure on the pest-control industry. In the Westpfalz region, the Mediterranean gland ant (Tapinoma magnum) is spreading, aided by climate change, and undermining pavements and infrastructure. The Asian hornet and extended wasp activity seasons are also increasing demand for qualified personnel.

The industry is also preparing for a change in technical regulations. The existing TRGS 523 will be replaced by the new TRGS 541, which will introduce updated safety standards, though exact details have yet to be published. Meanwhile, research is exploring new methods such as sexual pheromones to target German cockroaches more precisely with less chemical input.

The extended deadline gives professionals more time to adapt, but the combination of environmental threats, invasive species and evolving regulations means the push for qualified specialists is unlikely to slow down.
