Brazil's state-controlled oil giant Petrobras is navigating a complex challenge: maintaining artificially low diesel prices for the domestic market while global crude benchmarks soar. With Brent oil nearing $120 per barrel—a level not seen since July 2008—the company's consumer-friendly strategy is showing signs of strain, triggering regional shortages and import pullbacks.

Capacity and Analyst Outlook

To mitigate supply pressures, Petrobras is operating its refineries at 98.5% of capacity in April, pushing against the upper limits of its production capability. The true test of this strategy will come in the second quarter, when the peak of the harvest season is expected to drive diesel demand even higher, potentially widening the gap between subsidized domestic prices and the international market.

Financial analysts are divided on the company's path forward. Goldman Sachs recently reaffirmed a buy rating, raising its price target to $19.50. In contrast, Jefferies downgraded the stock from "Buy" to "Hold" in mid-March, simultaneously lowering its target from $20.30 to $19.00.

The Mechanics of Market Intervention

The administration of President Lula has implemented a multi-pronged approach to keep diesel costs down. Federal taxes PIS and Cofins on the fuel have been reduced to zero. Concurrently, a 12% tariff on crude oil imports and a 50% levy on imported diesel have been instituted. Petrobras has also voluntarily joined a new state subsidy program established under Provisional Measure No. 1.340, dated March 12, 2026.

The company insists that participation in this program does not alter its fundamental pricing policy, which aims to shield end consumers from short-term volatility in oil prices and currency exchange rates. This flexibility is possible because Petrobras abandoned its international price parity policy back in 2023.

The core issue is an extreme price disparity. Petrobras's diesel currently sells for approximately 85% less than imported equivalents, a discount so steep it effectively sidelines private refiners and importers. Industry sources report that Petrobras, which supplies about 55% of Brazil's diesel, has declined additional supply requests from fuel distributors.

The consequences are becoming tangible. In the southern state of Rio Grande do Sul—home to two refineries—farmers reported supply shortages during the critical harvest period. In response, the National Petroleum Agency (ANP) has launched an investigation. Petrobras has announced an auction for 20 million liters of diesel specifically for the region.
