A $2.6 billion mining project in Idaho, touted as critical for U.S. national defense, is caught between a legal block and a vital federal loan. Perpetua Resources, the company behind the Stibnite gold and antimony development, is racing to secure both the financing and the right to break ground. The share price, up 7.7% on the day to €27.25, reflects the market’s heightened sensitivity to two key events: a judge’s ruling on an environmental injunction and the fate of a proposed $2.7 billion credit line from the U.S. Export-Import Bank.

Court Challenge Filed on May 8

On May 8, a coalition of environmental groups filed for a preliminary injunction aimed at stopping construction on federally managed land. A judge is expected to rule by the end of this month. Although Perpetua already holds the necessary permits – including stream realignment approvals and an IPDES discharge permit – the legal challenge could delay the entire timeline. The company has already responded by reshuffling its project management, replacing engineering partner Ausenco with Hatch Ltd., a move analysts interpret as an effort to tighten operational control.

Deepening Losses as Capital Burns

Perpetua’s first-quarter 2026 financials reveal the cash-intensive nature of the pre-production phase. The net loss widened to $48.63 million, or $0.39 per share, compared to a loss of $8.21 million ($0.12 per share) a year earlier. The jump reflects preparatory spending on the Stibnite site, where total construction costs are estimated at $2.58 billion. At the end of March, the company held $669.5 million in cash – far short of the full bill.

The balance sheet’s missing link is the Exim loan, which is currently under parliamentary review. Hatch Contract and Construction Readiness

In a separate strategic move, Perpetua awarded a $32.1 million contract to Hatch Ltd. for the supply of specialised pressure oxidation equipment. These components are essential for the ore-processing circuit. The company aims to achieve full construction readiness in the second half of 2026, assuming the financing falls into place. The project also benefits from being host to the largest identified antimony reserves in the United States, a factor that has secured political support from defence circles.

Share Performance and Coming Catalysts

The stock’s trajectory has been dramatic. It currently trades at €27.25, representing a 30% year-to-date gain and a 136% increase over the past twelve months. Despite the recent rally, the share price still sits about 15% below its 52-week high of €31.90. The annual general meeting, scheduled for June 2026, will see shareholders vote on a new equity incentive plan – a routine item, but one that will be watched closely given the company’s reliance on external funding.

For now, all eyes are on the courtroom and the Exim bank. A favourable ruling on the injunction combined with the loan approval would clear the path for construction to begin before the end of the year. A setback on either front would send the stock into a tailspin and push the project’s timeline into doubt.
