With the United States market becoming more restrictive, the company's leadership is executing a strategic pivot. A substantial ramp-up of manufacturing capacity across Europe is now central to its plan for mitigating geopolitical risk and safeguarding future growth.
Strategic Pivot Towards European Manufacturing
To reduce dependency on any single region and insulate itself from international friction, CATL is aggressively expanding its European footprint. Production has commenced this year at a massive €7.3 billion facility in Debrecen, Hungary, which will supply key automakers including BMW and Volkswagen. In a parallel development, the company has broken ground on a new gigafactory in Zaragoza, Spain. This joint venture with Stellantis ranks among Europe's largest battery investments to date and is scheduled to begin operations by the end of 2026.
This capital-intensive expansion is underpinned by remarkably robust operational performance. In 2025, CATL increased its sales of lithium-ion batteries by 39% to 661 gigawatt-hours, generating revenue of 423.7 billion yuan. The stock market, however, reflects the ongoing clash between strong fundamentals and political uncertainty. Following a decline of over six percent in the past week, the company's shares currently trade at 386.46 yuan.

Mounting Barriers in the United States
For Chinese technology firms like CATL, regulatory obstacles in the U.S. have intensified significantly. Just last month, American authorities announced new investigations into alleged unfair trade practices. Previously, the U.S. Department of Defense had placed CATL on a list of Chinese military companies. While this designation does not prohibit civilian sales, it excludes the firm from defense contracts and subjects it to heightened governmental scrutiny.
Pressure is also mounting at the state level. In January, Texas banned CATL products from its state networks. These political strains are now jeopardizing established industrial partnerships. A planned $3 billion battery plant in Michigan, a collaboration between Ford and CATL, faces uncertainty due to Chinese export controls on battery technology.
Diversifying Beyond Automotive and Scaling Capacity
Alongside its geographical diversification, CATL is targeting new applications to lessen its reliance on the automotive sector alone. A recently announced partnership with mining giant Rio Tinto focuses on electrifying mining operations and advancing battery material recycling.
This strategic shift is being reinforced by ambitious capacity increases for the current year. According to supply chain sources, CATL has raised its 2026 production forecast by 30% to 1,300 gigawatt-hours. By year's end, the company plans to have facilities for an additional 321 gigawatt-hours under construction, supplementing its existing annual capacity of 772 gigawatt-hours. The efficacy of this global localization strategy will be crucial in determining how successfully CATL can offset the diminishing opportunities in the U.S. market.
