A sweeping bundle of European and German safety regulations takes effect from July 2026, forcing companies to update their hazard assessments, mandatory training, and documentation systems. While many firms have already begun preparations, less than two out of five organisations have fully complied with one of the most urgent new obligations: embedding artificial-intelligence competence among employees.

Under the EU AI Act, companies must teach staff how to work with AI systems. Enforcement of this requirement will tighten from August 2026, and current surveys indicate that only about 38% of organisations have met the standard so far. To close that gap, industry trainers are offering dedicated web-based modules covering the legal obligations, risk assessment, and practical handling of AI tools in the workplace.

The regulatory pressure does not stop at software. Since 1 July 2026, every vehicle weighing more than 2.5 tonnes used for cross-border freight transport must be equipped with a digital tachograph. Fleet operators are required to roll out additional instruction for drivers on topics such as driving and rest periods and the operation of the new device. Many are turning to digital training platforms that bundle licence checks, vehicle management, and compliance documentation into a single system.

Cybersecurity has also moved to the front of the compliance agenda. From the same date, dental practices must switch from RSA to ECC certificates for their electronic health professional cards. In the industrial sector, the updated technical rule TRBS 1115-1 tightens requirements for operational technology (OT) systems, prescribing measures such as network segmentation and stricter access controls. The rule reflects a growing recognition that protection against cyber threats is now inseparable from physical safety.

Meanwhile, the refrigeration and air-conditioning sector faces a complete certificate overhaul. The revised F-Gas Regulation, together with the April 2026 update to Germany’s chemical climate-protection ordinance, replaces the old categories I to IV with new classes A1 through E. Companies have until 12 March 2029 to recertify their workers, with specific requirements depending on refrigerant type and quantity. The change is designed to align German practices with tighter EU climate targets.

For workplaces in industry and logistics, the technical rule TRBS 2121 remains central to preventing falls. Training in fall protection must be tightly linked to the hazard assessment required by the German Occupational Safety Act. To ease the burden, integrated solutions now combine ladder and scaffold products with digital documentation apps and dedicated training academies.

Employers are legally required to document every safety measure, and firms with ten or more employees must keep explicit records. As a result, many businesses are adopting Health, Safety, and Environment (HSE) management software that digitises risk assessments and training logs in line with ISO 45001. Software-as-a-service packages tailored to companies of up to 50 employees have become increasingly popular.

Even routine electrical equipment inspections under DGUV Regulation 3 remain heavily dependent on risk assessments. In office settings, intervals can extend up to 24 months, while production areas typically require annual checks. The so-called 2% rule serves as a useful benchmark: if fewer than 2% of tested devices fail, the inspection interval may be lengthened; if more fail, it must be shortened.
