IonQ's Two-Pronged Strategy: Urban Planning Partnerships and a $1.8 Billion Foundry Play

IonQ is building two very different bridges to the future. The quantum computing specialist has inked a three-year partnership with the King’s Foundation and FormationQ to deploy its hardware in city planning – a tangible application far removed from the usual defense and finance pitches. The project will tackle infrastructure challenges in unplanned settlements where roughly 1.3 billion people currently live, expanding an existing toolkit from Sierra Leone into six additional major cities. Yet even as IonQ pushes quantums into urban design, the stock has been a wild ride, surging more than 70% in the past month while drawing sharply mixed reactions from analysts.

The company’s more industrial bet is the $1.8 billion acquisition of chip foundry SkyWater Technology, which shareholders have now approved. Structured as a cash-and-stock transaction, the deal is expected to close in the second or third quarter of 2026. SkyWater will operate as a wholly owned subsidiary, retaining its brand and leadership, but its focus will shift squarely to IonQ’s hardware roadmap. The foundry’s ion trap chips are critical components for IonQ’s quantum processors, and bringing production in-house gives the company tighter control over a supply chain bottleneck that is only growing more important. SkyWater’s status as a Category 1A Trusted Foundry, accredited by the U.S. Department of Defense, also strengthens IonQ’s hand with government and defense clients.

On the financial front, IonQ clocked $64.7 million in revenue in its most recent quarter – a staggering 755% jump year over year. The headline GAAP net profit of $805.4 million, however, owed most of its heft to a roughly $1.1 billion valuation swing from warrants. Strip that out and the operating picture is less rosy: adjusted EBITDA loss came in at $96.8 million, including about $12 million in costs linked to the SkyWater agreement. Still, the company is hardly cash-starved. With about $3.1 billion in the bank, management has ample firepower to fund the SkyWater integration and continued expansion.

Should investors sell immediately? Or is it worth buying IonQ?

Analysts are split on where the shares go next. Wall Street Zen downgraded IonQ to "Strong Sell" on May 11, 2026, while the broader analyst consensus remains a moderate buy, with an average price target of $68.63 – well above the current level near $49. Insider sentiment has been cautious: management sold roughly $500,000 worth of stock over the past three months. Institutional investors, however, have been piling in. Mitsubishi UFJ Asset Management and F m Investments boosted their stakes, and overall institutional ownership now stands at around 41.42%. Swedbank also opened a fresh position worth $2.71 million, snapping up more than 60,000 shares.

Beyond the acquisition and partnership, IonQ is making operational headway. It has already shipped its first chip-based systems with 256 qubits, and it has now secured a commercial sale of a 256-qubit computer, with delivery slated for the second quarter of 2027. The company has its eyes on an even bigger milestone: management expects quantum systems to become powerful enough by 2028 to crack current encryption standards. Between the urban planning initiative that brings quantums into everyday infrastructure and the foundry takeover that secures its chip supply, IonQ is betting that relevance comes from both social impact and industrial scale.
