Political Pressure Mounts in Washington

A bipartisan group of six senators has called on Intel to provide a detailed account of its dealings with equipment supplier ACM Research. Their concern stems from the Chinese firm’s subsidiaries, which are listed on U.S. export control lists. According to Bloomberg, the inquiry references reports that Intel has been testing ACM equipment for semiconductor structuring. The lawmakers' primary apprehension involves potential links between ACM units and Chinese companies with ties to the military.

This development underscores the complex geopolitical landscape Intel must navigate, despite its position as the sole major U.S.-based semiconductor manufacturer. The company's strategic ambitions are increasingly subject to scrutiny beyond mere commercial and technological considerations.

CFO Projects Sustained Server Market Strength

At a Morgan Stanley conference, Chief Financial Officer Dave Zinsner painted an optimistic picture of the server processor segment. He projected substantial market growth by 2026, driven by persistent demand from both enterprise and cloud computing sectors. This followed a year where the market had already expanded by more than 20%.

Zinsner anticipates that demand for Intel’s server chips will remain robust into 2027. Supporting this outlook, Intel’s fabrication facilities are currently operating at over 100% capacity, a clear indicator of the strained supply conditions pervasive across the chip industry. However, he cautioned that supply constraints are expected to persist throughout the year and could potentially intensify by 2027, with the PC market likely feeling the brunt of ongoing memory shortages.

Advanced 18A Manufacturing Exceeds Expectations

A key highlight from the executive’s remarks was the progress of Intel’s advanced 18A manufacturing node. Yield improvements for this technology are reportedly meeting or even surpassing internal targets. The 18A process is central to Intel’s strategy of catching up to the technological lead of Taiwan Semiconductor Manufacturing Company (TSMC) and is a foundational element of its foundry ambitions.

In a significant strategic shift, CEO Lip-Bu Tan is now considering offering the 18A or its 18AP variant to external clients. This move could accelerate the realization of Intel’s goal to become a contract manufacturer for other chip designers. Board Leadership Transition Confirmed

In a separate announcement, Intel confirmed a forthcoming change in its boardroom leadership. Following the annual shareholder meeting on May 13, 2026, Dr. Craig H. Barratt will assume the role of independent board chairman. He succeeds Frank D. Yeary, who has served on the board since 2009 and as its chair since 2023. Barratt, who joined the board in November 2025, brings over three decades of executive experience from roles at Qualcomm, Intel, and Alphabet’s Google.

Balancing Technical Promise with External Risks

Intel’s recovery narrative appears to be built on two pillars: the successful commercialization of its 18A technology and the subsequent attraction of external foundry customers. The technical and demand signals are currently positive. Yet, the inquiry from Capitol Hill serves as a potent reminder that political and regulatory risks will be a constant companion on this journey. The company’s upcoming first-quarter 2026 results, scheduled for release on April 23, will provide critical insight into whether Intel can revise the weaker guidance it issued in January.
