One year after the so-called "Liberation Day," the United States' fundamental challenge regarding graphite supply remains largely unresolved. The nation continues to rely entirely on imports for this critical battery material, while China commands over 90% of the global production of graphite anode. It is within this strategic tension that Graphite One (TSXV: GPH) re-emerges as a focal point for investors and policymakers.

The Financing Challenge and Project Scale

For Graphite One, securing capital represents the most immediate and significant hurdle. The company announced a public offering in February 2026 to advance its project timeline. While its share price has recovered substantially from its 52-week low in September 2025, it still trades approximately 49% below its January 2026 peak. The project's progression hinges on finalizing its funding structure. The U.S. Export-Import Bank (EXIM) has invited the company to apply for loans totaling $670 million for its Graphite Creek mining operation in Alaska and an additional $1.4 billion for a planned processing facility in Ohio. Combined, this debt financing would cover 70% of the estimated capital costs. Management intends to secure the remaining 30% through discussions with the five largest North American investment banks.

The proposed Ohio plant is designed with seven processing modules. At full capacity, it could produce 169,000 tonnes of coated spherical graphite anode material annually—enough to supply batteries for roughly two million electric vehicles.

Washington's Policy Push to Counter Reliance

The U.S. government's actions underscore the urgency of developing domestic supply chains. In January 2026, President Trump signed a Section 232 proclamation, directing federal agencies to negotiate agreements with trading partners. This move followed a Department of Commerce assessment which found the U.S. is 100% reliant on net imports for 12 critical minerals and at least 50% reliant for 29 others. A significant gap exists in midstream processing infrastructure, even where some domestic extraction capacity is present. The first status report on these ongoing negotiations is due by July 13, 2026.

China's Export Controls Intensify Supply Concerns

International trade dynamics further complicate the landscape. In response to earlier U.S. tariffs, Beijing implemented export controls on rare earth elements and later expanded them to include components and parts containing Chinese critical raw materials. Certain aspects of these restrictions remained in place even after a partial rollback of American tariffs. Projections indicate that by 2035, China could supply about 80% of the world's battery-grade graphite. This forecast transforms domestic alternatives from a strategic preference into a structural necessity for Western economies.

Graphite One’s integrated "mine-to-anode" model, encompassing extraction in Alaska and processing in Ohio, positions it as a direct response to this geopolitical and supply chain vulnerability. The company's fate is now closely tied to the successful execution of its financing plan and the broader U.S. policy drive for mineral independence.
