The U.S. International Trade Commission delivered a significant blow on March 12, determining that imports of Chinese graphite anode materials have not injured, nor threaten to injure, the domestic industry. This decision rejected the imposition of tariffs, stripping potential price protection for U.S. projects like Graphite One's. The project's economics now depend heavily on securing billions in conditional financing, with no trade policy shield in place.

Financing Fantasy or Future Reality?

That financing, while substantial, remains non-binding. The U.S. Export-Import Bank has issued letters of interest totaling $2.07 billion to cover an estimated 70% of project costs. The allocation for the Graphite Creek mine in Alaska has risen to $670 million, while the commitment for the planned Ohio processing plant jumped to $1.4 billion. Management is negotiating with five North American investment banks for the remaining 30%. Formal loan applications are slated for submission later in 2026.

At the explicit request of local tribal representatives, Graphite One is only permitted to attend the meeting in Nome; sessions in Teller and Brevig Mission will proceed without the company, involving only federal and state agencies. This tension follows an earlier feedback phase where a majority of the 323 public comments opposed the project.

Time is a pressing constraint. Enrolled in the FAST-41 program for accelerated permitting of critical minerals, Graphite One must complete the entire federal process by September 29, 2026. The company submitted a 331-page environmental document in March, consolidating years of data, to advance this timeline.

Immediate Dilution and Long-Term Timelines

Shareholders face near-term dilution pressure. On April 14, during the hearing week, 583,015 Restricted Stock Units held by company directors will vest and convert into common stock, increasing the total share count. This follows a capital raise of approximately C$35 million in February.

The company's quarterly results, due April 24, are unlikely to offer relief. Graphite One's net loss for 2025 widened to $9.14 million, driven by rising project development costs.

A potentially value-accretive factor lies in the geology itself. Core samples indicate the Graphite Creek deposit may also contain heavy rare earth elements like dysprosium and scandium. A planned test program with a national U.S. laboratory in 2026 aims to determine the feasibility of co-producing graphite and rare earths—an outcome that could materially alter the project's valuation.

For now, Graphite One must navigate a complex trifecta: securing skeptical communities, finalizing conditional billion-dollar loans, and proving its worth in a market where its intended competitive shield has just been dismantled.
