Graphite One's Alaska Mine Project Navigates a Maze of Opposition and Financial Pressure

Graphite One's plan for a U.S. graphite supply chain faces strong local opposition, a key trade ruling, and a tight 2026 permit deadline, despite securing $2B in Ex-Im Bank interest.

Graphite One Inc. faces a critical juncture as it pushes to develop its flagship Graphite Creek project in Alaska. The company's ambitious plan to build a domestic supply chain for battery-grade graphite is encountering stiff headwinds on multiple fronts, from local communities to shifting trade policy, all while operating under a strict federal deadline.

The scale of the proposed operation is significant. Plans call for a 1.1-mile-long open pit mine, a mill complex, and water treatment facilities in the Kigluaik Mountains, covering over 1,176 acres. More than 380 acres of U.S. waters would be permanently impacted. For residents of Nome, Teller, and Brevig Mission, this represents a direct threat to ancestral hunting and gathering grounds, fueling intense local opposition.

Recent public hearings held by the U.S. Army Corps of Engineers crystallized this resistance. Of the 301 comments submitted for the crucial Section 404 permit, nearly 57% expressed concerns and over 26% outright rejected the project. Only 16.6% voiced support. Community members cited dust pollution, destruction of subsistence areas, and skepticism over the company's environmental studies as primary grievances. In response, the Native Villages of Teller and Brevig Mission have now requested high-level consultations with the Alaska District Army Corps, adding another procedural layer to an already complex process.

Compounding these challenges is a recent U.S. International Trade Commission ruling that graphite imports from China do not materially injure the domestic industry. This decision strips away anticipated protective tariffs, undermining a key pillar of Graphite One's commercial rationale and increasing its reliance on government-backed financing.

On that front, the company has secured a substantial but non-binding commitment. The U.S. Export-Import Bank has issued letters of interest totaling $2.07 billion—$670 million for the Alaska mine and $1.4 billion for a planned anode manufacturing facility in Ohio. This sum is projected to cover roughly 70% of the total estimated project costs. Management is currently in talks with five major North American investment banks to secure the remaining 30%.

Time is a pressing factor. The project is enrolled in the FAST-41 program, which mandates that all federal permits be secured by September 29, 2026, to keep the targeted 2027 construction start on track. The permitting process itself is contentious; while the Corps currently plans a streamlined Environmental Assessment, critics are pushing for a more exhaustive Environmental Impact Statement, which would consume more time and resources. The Corps has acknowledged the assessment could evolve into the more rigorous review.

Amid these hurdles, Graphite One holds a potential strategic asset. Independent analysis has confirmed the presence of high concentrations of rare earth elements within the deposit, including sought-after magnetic metals like dysprosium and scandium. A national U.S. laboratory is scheduled to begin studying the economic viability of extracting these critical minerals in 2026.

For now, project development continues to burn cash. The company reported a net loss of $9.1 million for fiscal year 2025, a significant increase from the prior year, driven largely by high project costs. All eyes are now on the upcoming first-quarter earnings release scheduled for April 24, where investors expect concrete updates on the status of bank negotiations and perhaps the company's latest assessment of the fast-approaching September 2026 deadline.
