Graphite One's Alaska Mine Project Advances Amid Key Public Hearings and Funding Milestones

The path to developing North America's largest graphite deposit is accelerating, with Graphite One Inc. navigating a critical month of public engagement and financial planning. The U.S. Army Corps of Engineers (USACE) has scheduled community meetings in Nome, Teller, and Brevig Mission from April 13 to 15, marking a significant step in the project's federal review. These sessions are designed to inform the public interest assessment and environmental evaluation under the National Environmental Policy Act (NEPA), though they are separate from the required consultations with Indigenous communities, according to USACE spokesperson John Budnik.
Financing for the ambitious Graphite Creek mine and its associated Ohio processing plant appears robust. The U.S. Export-Import Bank (EXIM) has issued non-binding Letters of Interest totaling $2.07 billion. This figure was recently increased, with the commitment for the Alaska mining operation rising to $670 million from $570 million, and the backing for the planned Ohio anode material plant jumping to $1.4 billion from $325 million. This EXIM support is expected to cover approximately 70% of the total estimated project cost. Graphite One intends to submit formal loan applications to EXIM in 2026, with the remaining 30% of funding to be negotiated with North American investment banks.
The regulatory clock is ticking toward a firm deadline. The project, listed on the FAST-41 dashboard for accelerated permitting of critical minerals, must complete its environmental review and permitting process by September 29, 2026. A key component under review is a Clean Water Act Section 404 permit, which would authorize the placement of fill material affecting over 400 acres of aquatic resources. Public sentiment, gauged during a comment period last fall, shows significant opposition; a Freedom of Information Act request by radio station KNOM revealed that 323 submissions were received between September and November, with a majority opposing the project.
Should investors sell immediately? Or is it worth buying Graphite One?
In response, the company released a 331-page Environmental Evaluation Document in March, compiling years of baseline data on fish populations, groundwater, surface water, and air quality. Should financing be secured in 2026, Graphite One targets the start of construction in Alaska for 2027, with a realistic operational start before the end of the decade pending all necessary permits. State-level approvals would follow the federal process.
April also brings key corporate events for shareholders. On April 14, a total of 583,015 Restricted Stock Units held by company directors will vest, representing half of the long-term compensation component for 2025. Their conversion into common stock will increase the total number of shares outstanding. The company is scheduled to report quarterly results on April 24. For the 2025 fiscal year, Graphite One posted a net loss of $9.14 million, or $0.06 per share, widening from a $6.8 million loss the prior year—a structural norm for an exploration company without active production, as costs are driven by project development.
Looking ahead, Graphite One has planned a 2026 test program with a national U.S. laboratory to investigate the potential for extracting rare earth elements at the Graphite Creek site, a factor that could influence the project's valuation. On the community front, the company recently appointed Lucille Carter as Vice President of Community Relations, a strategic role given the public opposition. The city of Nome stands to gain an estimated $1.6 million in harbor fees over the mine's projected 20-year lifespan, plus potential sales tax revenue.
