Graphite One Inc. is navigating a complex web of financial and regulatory challenges as it pushes to develop a critical minerals supply chain in the United States. While the company has secured a conditional $2.07 billion financing commitment from the U.S. Export-Import Bank, significant hurdles remain, including local opposition in Alaska and the ongoing need to raise additional capital.

The company’s ambitious plan involves a graphite mine in Alaska and an anode manufacturing facility in Ohio. The EXIM Bank's proposed support is split, with $670 million earmarked for the Alaskan mine and $1.4 billion for the Ohio plant, covering an estimated 70% of total project costs. To secure the remaining 30%, Graphite One is currently in negotiations with five North American investment banks, with formal loan applications expected later in 2026.

However, the path to breaking ground is not solely financial. A critical permitting milestone was reached on April 15, as public hearings for the Graphite Creek project in Brevig Mission, Alaska, concluded. The company requires a Section 404 permit under the U.S. Clean Water Act, and local opposition is substantial. During the hearings, doors remained closed to company management in Teller and Brevig Mission at the request of tribal representatives.

Community pushback is not new. By late 2025, 323 predominantly negative statements had been submitted, and three local institutions passed a joint resolution against the project, citing risks to their livelihood and cultural identity. The federal environmental review, tracked on the FAST-41 dashboard, is scheduled for completion by September 29, 2026. Significant local resistance could jeopardize this timeline, delaying the subsequent state-level permitting processes and pushing the targeted 2030 production start further away.

Amid these external pressures, existing shareholders face dilution. The company recently converted approximately 583,000 restricted share units into common stock as compensation for directors. This follows a capital raise in February that brought in around C$35 million. For the 2025 fiscal year, Graphite One reported a net loss of $9.14 million, a typical result for an exploration-stage company without active production.

A potential long-term value driver lies beyond graphite. Independent analyses have confirmed high concentrations of rare earth elements within the Graphite Creek deposit, specifically dysprosium, yttrium, and scandium. Approximately 85% of these are coveted magnet and heavy rare earth metals. A U.S. national laboratory is set to conduct a specialized testing program in 2026 to determine if economic extraction is feasible, which could fundamentally alter the project's valuation.

The competitive landscape is also intensifying. Two other U.S. graphite projects, in New York and Alabama, have recently received accelerated FAST-41 status. Graphite One is expected to provide concrete updates on its bank negotiations when it reports first-quarter results on April 24. Securing the outstanding financing this year is crucial for the company's goal to begin construction in Alaska in 2027, with the Ohio facility aiming to generate its first revenue by early 2028.
