A critical public comment period for Graphite One's flagship Graphite Creek project in Alaska has closed, revealing deep community divisions that could jeopardize the company's aggressive development timeline. The U.S. Army Corps of Engineers (USACE) concluded its hearing in Nome, with a clear majority of the 301 submitted comments expressing opposition or serious concerns about the proposed mine.

Local resistance is now the primary obstacle. Nearly 57 percent of comments voiced significant reservations, while over a quarter outright rejected the project. Only about 17 percent offered support. Indigenous communities from Teller and Brevig Mission have excluded company representatives from their meetings, demanding high-level consultations with federal authorities and criticizing a perceived lack of transparency in the environmental review process.

Financing, however, appears less of a hurdle. The U.S. Export-Import Bank has issued a non-binding letter of intent to provide debt financing exceeding $2 billion, which is expected to cover roughly 70 percent of the project's estimated capital costs. A formal loan application is anticipated later this year.

The scale of the planned industrial footprint is fueling local anxiety. Graphite One's proposal includes a nearly two-kilometer-long open pit, a mill complex, and water treatment facilities spanning over 1,170 acres. Approximately 380 acres of U.S. waters would be permanently impacted. Residents cite threats of dust pollution, the destruction of pristine hunting grounds, and doubts about the company's baseline studies as their chief grievances.

This community pushback directly threatens a strict permitting schedule. The project holds a FAST-41 designation from the U.S. government, which aims to streamline federal approvals but mandates a hard deadline. All necessary federal permits must be secured by the end of September 2026 to enable a planned construction start in 2027. The volume of public opposition could force the USACE to upgrade its review from a simpler environmental assessment to a far more comprehensive Environmental Impact Statement, a move that would cause major delays and push the targeted 2030 production start further into the future.

Market sentiment reflects this high-stakes uncertainty. Graphite One shares recently traded around $0.87, marking a decline of roughly 25 percent since the start of the year. While the stock has managed a monthly gain of about 22 percent, briefly crossing above its 50-day moving average, volatility remains extreme at nearly 80 percent.

Beyond graphite, the project holds a potentially valuable secondary prize. Independent analyses have confirmed high concentrations of critical rare earth elements, including dysprosium and scandium, within the ore body. A U.S. national laboratory is scheduled to begin a test program in 2026 to evaluate the economic viability of extracting these metals, adding a strategic dimension to the development.

Investors are now looking to the company's first-quarter financial results, due on April 24, for concrete updates on bank negotiations. For the full fiscal year 2025, Graphite One reported a net loss of $9.14 million, a figure considered standard for an explorer at this stage.
