Fleet operators in Germany are gaining new tools to streamline operations, as connectivity advances and software upgrades reduce the need for extra hardware—but the sector also faces a tighter enforcement regime starting July 2026. A novel set of rules brings penalties for unauthorized traffic point transactions and a broader digital overhaul of driver documentation.

Under a revision to the Road Traffic Act (StVG), anyone caught illegally assuming or brokering points in the German driver fitness register will face fines between €5,000 and €30,000 from July 1, 2026. The law, published in the Federal Law Gazette in May 2026, also shortens the statute of limitations for prosecuting traffic offenses from three to six months. Foreign drivers on German roads are explicitly covered by the changes.

Parallel to the crackdown, the legislation creates a legal foundation for a fully digital driver’s license and authorizes the use of scan cars to automatically detect parking violations. These measures aim to modernize enforcement and reduce administrative burdens.

On the business side, connectivity is cutting costs. Since mid-June, Webfleet and Volkswagen Group Info Services AG have allowed fleet managers to link vehicles directly using the chassis number, eliminating the need to install additional telematics hardware. Meanwhile, Haldex announced an expansion of its integrated brake system portfolio, combining braking technology with a Software Update Management System (SUMS) designed to streamline maintenance. The company unveiled the update in mid-June.

Electric truck fleets are also benefiting from new software. A cooperation between k2.mobility and EMES aims to synchronize charging processes with operational schedules, reduce peak loads, and lower energy costs.

The federal government is preparing a comprehensive driving school reform. A cabinet decision was taken in June 2026, with the core changes set to take effect on January 1, 2027. The 123fahrschule SE expects significant market shifts from the modernization and plans to expand its platform offerings. As part of the reform, vehicles with alternative drives will see eased licensing rules. Based on the 4th EU Driving License Directive from November 2025, the weight limit for class B licenses will rise to 4,250 kilograms, contingent on specific training and two years of driving experience. Full transposition into German law is expected by the end of 2029.

A continuing education fair is scheduled for June in Friedberg, where experts from the Employment Agency and job centers will advise on qualification grants and education vouchers.
