A massive repair backlog at the Bundeswehr has left only around half of Germany’s Panzerhaubitze 2000 howitzers combat-ready, as the military struggles to keep pace with maintenance demands exacerbated by equipment sent to Ukraine and intensified training drills. The government acknowledged the crisis in early June, pointing to the Heeresinstandsetzungslogistik (HIL) — the army’s maintenance logistics unit — as overwhelmed by the volume of work. A defence ministry spokesperson insisted the trend is “moving in the right direction,” though concrete figures from May showed a mere 50% availability for the self-propelled artillery system.

Meanwhile, in the civilian sphere, the Deutsche Bundesbank pulled the plug on a major renovation of its Frankfurt headquarters in March, abruptly leaving more than 100 architects, project managers and other building specialists without contracts. The central bank cited economic reasons: purchasing a different property would cost €1.6 billion, whereas refurbishing the existing complex — including operating costs through 2067 — would have run to €2.9 billion. The halt underscores how even well-funded institutions are rethinking large-scale construction amid soaring material and energy prices.

The dual squeeze on both military and civilian infrastructure highlights a deeper, cross-sector shortage of skilled technical workers. At a Düsseldorf conference in late May, experts debated the role of Germany’s crafts and trades sector (Handwerk) in national security. With critical infrastructure now under heightened threat, the coordination between state clients and private service providers has become a focal point. Specialised personnel and tight communication loops are seen as essential to keep energy grids, transport networks and public buildings operational.

Demand for facility managers remains robust at the local level. In Ingolstadt, multiple positions for technical building-management coordinators are open, with employers welcoming career-changers. Across the border near Basel, 281 vacancies were listed in early June alone. The requirements are climbing, particularly in digitalisation and remote monitoring of building systems.

To address the talent gap, Drewitz has launched a 15-month training project funded by the ESF-Bundesprogramm BIWAQ, focusing on the care and maintenance of energy-retrofitted buildings. Participants are being upskilled specifically for the growing stock of modern, energy-efficient properties — a niche that demands both technical know-how and an understanding of new heating, ventilation and insulation systems.

IT security is also reshaping the facility-management role. Beyond traditional upkeep, tasks such as IT requirements analysis and cost optimisation are taking centre stage. A cross-sector exchange between the Industrie- und Handelskammern (IHKs) and the Mittelstand-Digital Zentrum is scheduled for June to align training and certification with emerging digital threats.

Internationally, the pattern repeats. The Netherlands and global corporations are scouting for technical project leaders with experience in agile methods like LEAN and a track record in migrating complex digital interfaces. The message from both the barracks and the boardroom is the same: Germany’s ability to maintain its hardware — military or commercial — rests on a fragile pipeline of specialised human capital that is not yet keeping up with demand.
