A new strategic alliance among Germany’s leading fire and rescue organizations signals a fundamental shift in how the country approaches workplace and public safety. On the sidelines of the INTERSCHUTZ trade fair, the Association for the Promotion of German Fire Protection (vfdb), the German Fire Brigade Association (DFV), the Working Group of Heads of Professional Fire Brigades (AGBF), and the German Plant Fire Brigade Association (WFVD) signed the "Hannoveraner Erklärung". The pact responds to mounting pressures from climate change, more frequent extreme weather events, and a steady decline in volunteer helper numbers. The groups pledged to pool resources more efficiently and deepen professional exchanges.

Just days earlier, on 7 June 2025, new calculation tools for planning fire safety assistants and first aiders were released. These models anchor the minimum requirements set out by the workplace regulation ASR A2.2 and the statutory accident insurance rule DGUV Vorschrift 1. The aim is to give employers clear, binding frameworks for ensuring they have enough trained personnel on site.

Under the rules, the number of required fire safety assistants depends on the number of employees present simultaneously. For normal hazard levels, at least five percent of the workforce must be trained as assistants. If an elevated fire risk exists, that percentage must increase. Coverage must span all shifts and locations. Experts recommend building in a buffer of 20 to 30 percent above the legal minimum to account for illness and holiday absences. Refresher training is mandatory every three to five years.

First aid quotas follow a slightly different logic, set out in DGUV Vorschrift 1. For two to 20 people present, at least one first aider is needed. In administrative and retail settings with more than 20 people, the threshold is five percent of the workforce. In production and handicraft environments, it climbs to ten percent. Planners must also factor in absences. Unlike fire safety assistants, first aiders need to renew their training every two years.

Technology featured prominently at INTERSCHUTZ. Astrall Dynamics unveiled a four-legged firefighting robot capable of carrying 80 kilograms dynamically. Its water cannon has a 60-metre reach and is built to withstand extreme temperatures. Separately, a new technical handbook titled "Gebäudebrandbekämpfung" (Building Firefighting) is due for release in 2025. Authored by professionals from fire brigades and training institutes, it addresses modern tactics—particularly how construction materials and techniques are altering fire behavior.

For engineers planning smoke and heat exhaust systems, the standard remains DIN 18232-2. It covers natural smoke extraction vents and assumes smoke compartment areas of no more than 1,600 square metres for effective sizing.
