Starting July 1, 2026, Germany’s new basic income support system — replacing the former Bürgergeld — introduces stricter obligations for recipients. The federal government has confirmed that the "placement priority" principle now governs how job centers operate, meaning immediate integration into the labor market takes precedence over qualification programs.

Under the revised rules, anyone receiving benefits must prove they are actively seeking work and accept any reasonable job offer. Training measures will only take priority if they significantly improve a person’s chances of finding employment.

Penalties escalate quickly for non-compliance

The reform brings tougher sanctions. Refusing a suitable job triggers a 30% reduction in benefits on the first offense — equivalent to monthly cuts of roughly €152 to €169. Repeat violations can lead to a complete loss of payments for up to three months.

Missed appointments with job centers also carry heavier consequences. If a recipient fails to show up for a scheduled meeting three times without a valid excuse, they face losing their entire standard benefit. Notably, housing and heating cost coverage remains protected from these specific cuts.

The Federal Employment Agency has issued new guidance clarifying what counts as refusing work. Showing up to a job interview unkempt or under the influence of alcohol now qualifies as a refusal, potentially triggering the same 30% penalty.

Social associations push back

The VdK social welfare association has criticized these rules, warning that evaluating a person’s appearance at interviews creates room for arbitrary decisions. The organization argues that determining what constitutes a sanctionable appearance now rests with individual caseworkers or employers, raising fairness concerns.

Asset checks start immediately, grace periods eliminated

Several protective periods that previously applied to benefit recipients have been scrapped. The so-called asset grace period is gone — savings are now checked from the very first day of claiming support. New age-based allowances apply:

  • Under 30 years old: €5,000
  • From age 31: €10,000
  • From age 40: €12,500
  • From age 50: €20,000

Housing cost protection has also been adjusted. The government will only cover accommodation expenses up to 150% of the local rent benchmark. A previous mediation process for disputes over cooperation plans has been eliminated — job centers can now set recipient obligations directly through administrative orders.

Parents and self-employed face new requirements

The reform strengthens work obligations for parents, applying from the time a child reaches 14 months old. Self-employed individuals receiving supplementary benefits face regular reviews: job centers must check after 12 months whether transitioning to dependent employment is feasible. For new business startups, reviews occur at 12, 24, and 36 months.

Existing Bürgergeld recipients need not take immediate action — their current decisions remain valid, and no new application is required. Standard benefit rates stay unchanged at €563 for single adults. For violations committed before July 1, 2026, the old graduated penalty system — cuts of 10%, 20%, and 30% — continues to apply under transitional provisions in the Social Code II. Payments are still made in advance at the end of the preceding month, as before.
