Hospital Infrastructure Lags Behind
A 2022 survey found that just 38 percent of German hospitals have air conditioning in patient rooms. The situation in nursing homes is even worse: only 14.5 percent of newly built facilities are equipped with cooling systems. Industry groups such as BIVA and the German Alliance on Climate Change and Health (KLUG) are pressing for mandatory minimum heat-protection standards in building codes. The goal is to reduce the physical strain on personnel working in non-air-conditioned areas when temperatures exceed 30 degrees.
The University Medical Center Freiburg took action after recording a peak of 43.1 degrees Celsius on its premises. It invested roughly €150,000 in 50 mobile air conditioning units. A taskforce now prioritises which vulnerable patient groups receive cooling first.
Market Rushes to Fill the Gap
Bureaucratic roadblocks contrast with brisk commercial activity. Discount retailer Aldi Nord offered compact evaporative air coolers from July 9, and Kaufland announced mobile air conditioners with 9,000 BTU of cooling output for July 16. Yet experts caution that evaporative devices are no substitute for full air conditioning — they only cool the immediate vicinity.
Newer technologies such as misting fans and smart air conditioners with app control are entering the market. Industry insiders also debate coupling balcony solar panels with air conditioning units to cut operating costs. The underlying challenge, however, remains structural: without binding building regulations, Germany’s healthcare facilities risk falling further behind each heat-filled summer.
