The strategic influence of learning and development (L&D) departments within German companies has weakened for the third consecutive year, according to the “2026 State of Learning & Development Report” published June 3 by RedThread Research. The study, which surveyed 770 employees and managers, points to a growing disconnect between training functions and core business processes.

Yet a handful of organizations buck the trend. The top 25 percent of firms integrate their L&D operations into business workflows at double the average rate. These companies demonstrate that personnel development can move beyond basic course administration into a genuinely strategic role.

Investment patterns are shifting away from content production toward technologies that boost performance directly on the job. Basic AI literacy is becoming a mandatory skill, though how deep that knowledge needs to run depends on the employee’s role.

Industry experts warned in early May 2026 that pure tool-based training misses a critical psychological component. Without addressing fears of devaluation or identity loss, cultural transformation stalls. What is needed, they say, are protected experimentation spaces where humans and machines can learn to collaborate.

Leading examples of workplace training

Roland Berger provides a template. The consulting firm runs mandatory bootcamps for new hires and before career steps, offers AI training, and requires international assignments, its HR leadership explained in May 2026. TK Elevator is currently recruiting specialized trainers for technical instruction, particularly in electrical systems.

Formal qualifications are gaining ground alongside internal programs. In Luxembourg, multi-day courses teach project management to global standards—covering everything from cost control to ethics. Switzerland has seen a boom in training for change management, risk management, and Kaizen methods.

AGG reform reshapes compliance demands

On May 6, 2026, Germany’s federal cabinet approved sweeping amendments to the General Equal Treatment Act (AGG). For HR departments, the most immediate change is a doubling of the deadline for asserting discrimination claims from two to four months.

The reform extends gender discrimination protection to all legal transactions, not just employment. Sexual harassment will face stricter penalties even outside the workplace—for instance, on the housing market. The Anti-Discrimination Agency gains new powers, including the right to assist plaintiffs in court and the authority to operate an independent mediation body.

A practical HR handbook published June 5 underlines that labor law and GDPR compliance are becoming increasingly critical for HR professionals.

Digital skills investment accelerates

The push for digital competencies shows no signs of fading. Previous Bitkom surveys found that 57 percent of companies with more than 20 employees had made targeted investments in this area. Among large firms with 500 or more staff, the figure reached 62 percent.

The latest developments confirm that AI and new learning technologies are fueling this trend. Companies that fail to invest in digital skills today risk falling behind tomorrow.
