German Educational Leave to Become Nearly Universal in 2027, but Northern Uptake Stalls at 1.45%

From 1 January 2027, workers in 15 of Germany’s 16 federal states will have a statutory right to paid educational leave. Bavaria remains the sole holdout. Yet in the country’s north, where the entitlement already exists, take-up is strikingly low: just 1.45 percent of eligible employees in Lower Saxony used it, and only 0.63 percent in Schleswig-Holstein.
The figures suggest widespread unawareness or logistical barriers, even as the legal framework expands. Educational leave–distinct from mandatory training–lets employees attend approved courses while receiving full pay. The state covers course fees, and employers are required to grant time off.
For those pursuing advanced vocational qualifications such as master craftsman courses, additional state support is available. The Meister-BAföG programme covers 50 percent of tuition and exam fees as a non-repayable grant. The remainder can be financed through a KfW loan, half of which is waived if the participant passes the final exam. Many Länder also offer a one-off Meisterbonus (master bonus).
Training Calendar for Disability Representatives Extended Through 2027
Parallel to the education-leave expansion, specialised training for members of Schwerbehindertenvertretungen (SBV–representative bodies for severely disabled employees) has been mapped out for the coming years. The ver.di education centre in Lower Saxony published a detailed schedule of modules, beginning with an online introduction to SBV election basics on 3 September. A multi-day labour-law seminar follows in mid-September in Springe.

The Prodidakt Institute is offering refresher courses on works constitution law, focusing on legally sound company agreements and procedures in conciliation boards. Sessions are scheduled from 1–4 December and multiple times in 2027.
Participation in these courses is a legal right for SBV members. The entitlement to time off and cost reimbursement rests on § 96(4) of the Social Code (SGB IX) and § 37(6) of the Works Constitution Act (BetrVG). Deputy members hold the same rights during periods of substitution. While they can prepare for foreseeable assignments, strict confidentiality obligations apply.
Online Equality Applications Now Live for Disabled Workers
Since 20 July, people with a degree of disability (GdB) of 30 or 40 can file for Gleichstellung (equal-status recognition) electronically via the Federal Employment Agency. Successful applicants gain access to enhanced protection against dismissal and workplace-equipment assistance, though the status does not confer extra holiday or a disabled-person’s pass.
A special rule applies to apprentices: adolescents in vocational training may be granted equal status even if their GdB is below 30.
The digital option is intended to streamline a process that previously required in-person or paper submissions. The Agency expects the system to reduce processing times and improve accessibility for applicants across the country.
