Penalties for failing to meet artificial-intelligence competence requirements under the European Union’s AI Act will kick in on 2 August 2026, adding urgency to a year already packed with regulatory changes for dental practices across Germany. The measure requires all employers to verify that staff can understand and responsibly operate AI systems — a mandate that now carries sanctions for violations.

Long before that date arrives, however, practices must tackle a separate technology overhaul. By 1 July 2026, they must stop using the electronic health professional card (eHBA) with RSA certificates for secure digital communication. ECC certificates become mandatory from that point. The shift is part of a broader push to strengthen data protection and interoperability within Germany’s healthcare IT infrastructure.

The compliance landscape has already tightened. Since January 2026, a binding IT-security directive under Section 390 of the Social Code Book V has been in effect. To help practices prepare, an IT Security Focus Day is scheduled for 25 June at the Bethanien Hospital in Moers, where experts will examine the implications of the EU’s NIS2 directive and the Hospital Future Act.

Telematics infrastructure remains a persistent theme. The electronic patient record (ePA) has been available to insured patients since the start of 2025, and doctors have been legally obliged to use it since October 2025. Ignoring the connection requirement carries a 3.5% reduction in honorarium — a financial penalty that also acts as a compliance stick.

Beyond these digital mandates, traditional mandatory training continues. The PKV Institute has announced online courses for medical and dental assistants in the second half of 2026. The schedule includes hygiene sessions on 30 July and 17 September, followed by fire safety, IT security, youth employment protection and the General Equal Treatment Act (AGG) between October and December.

Practice owners themselves are not exempt from continuing education. The Employers’ Liability Insurance Association for Wood and Metal offers a free foundational seminar for business owners with up to 50 employees in Saarbrücken on 1 July, with additional dates running through December.

For IT managers in larger facilities, certification as an IT Base Protection Practitioner according to BSI standards is available. Workshops will take place in July, September and November, led by certified auditors, with a focus on safeguarding sensitive patient data.

Meanwhile, the German National Academy of Sciences Leopoldina published a policy brief today highlighting the potential of agentic AI for clinical routine and research. Such systems could automate diagnostics and appointment scheduling, the brief notes, but the final decision must remain with a human.

IPH Hannover plans a multi-day seminar on these topics in September. In certain regions of Lower Saxony, training costs are subsidised with EU funds. Providers such as Provimedia also offer certification courses that produce a digital proof of competence.
