Internal Workforce Reductions Amid Solid Financials

Concurrent with geopolitical headwinds, ASML is implementing significant operational changes. Reports from early April indicate the company is cutting approximately 1,700 positions, aligning with a broader trend of workforce adjustments within the technology sector. These cuts come despite a fundamentally robust financial position. For the fourth quarter of 2025, the company, valued at $512 billion, reported revenue of $9.72 billion and a net profit of $2.84 billion.

Proposed U.S. Legislation Targets Critical Equipment

A primary concern for markets is the potential impact of proposed U.S. legislation known as the "Match Act." This bipartisan bill aims to institute a comprehensive export ban on advanced deep ultraviolet (DUV) lithography systems. Such machinery is essential for Chinese technology leaders like SMIC and Huawei. Given that ASML is already prohibited from shipping its most cutting-edge extreme ultraviolet (EUV) machines to China, this new initiative directly targets the company's remaining, highly lucrative DUV business segment.

Analysts at Bernstein have characterized the proposed plans as unprecedentedly stringent. They interpret the clear objective of U.S. policy as an effort to confine China's semiconductor manufacturing to older-generation technologies and actively hinder the development of domestic AI chips.

The Trump Variable and Wider Market Implications

While the regular legislative process for the "Match Act" is not expected to conclude before December 2026, market nervousness is escalating. Observers note the possibility that U.S. President Trump could move to enforce similar restrictions much more swiftly via executive order, potentially leveraging them as a bargaining chip in trade negotiations with Beijing.

The ripple effects of these contemplated sanctions are already being analyzed. Current assessments suggest that restrictions targeting Chinese AI chips could precipitate shortages in electronic components manufactured in China. Ironically, this may delay the construction of up to 50 percent of planned AI data centers in the United States.

Long-Term Analyst Confidence Endures

Despite these near-term challenges, which pushed the share price down by one percent on Monday, the long-term investment thesis for ASML remains intact in the view of many experts. Bernstein analysts reinforced their confidence at the end of March by raising their price target from $1,911 to $1,971 and reaffirming their "Outperform" rating. Their optimistic valuation is underpinned by the sustained high global demand for advanced lithography equipment from markets outside the restrictive Chinese sphere.
