A new Brazilian regulation that took effect on May 26 is forcing companies to formally address psychosocial hazards such as excessive workload, pressure and workplace conflict — and the ripple effects are being felt far beyond South America. Under directive NR-1, businesses must integrate these mental-health risks into their standard risk management programs or face sanctions. The move signals a global shift that is also reshaping employer obligations in Europe.

In Germany, nearly 59 percent of employees say their workload has risen over the past twelve months, according to recent survey data. Almost half of HR managers report climbing sickness rates. The figures come as authorities in Hildesheim were forced to halt new intakes at a Diakonie psychological counseling center because it could no longer cope with demand.

As regulators push to expand risk management to psychosocial factors, employers should also check that their physical hazard documentation is in order. Teachers Under Acute Pressure

The education sector is showing some of the most alarming numbers. A study commissioned by the Austrian teachers' union öbv and conducted by Johannes Kepler University Linz found that 52 percent of teachers in Austria describe themselves as psychologically heavily strained. The biggest stress drivers are administrative tasks (68 percent), overcrowded classrooms (64 percent), and heterogeneous learning groups (63 percent).

Eight out of ten teachers view student smartphone and social-media use as problematic. Despite the pressures, 71 percent say they are generally satisfied with their lives — a finding researchers attribute to a strong sense of self-efficacy that acts as a buffer.

Remote Work's Hidden Toll

A separate study published in the journal Science links home-office arrangements directly to declining mental health. For employees who live alone, the probability of spending an entire day without any personal contact rises by seven percentage points. The researchers attribute roughly one-third of the overall increase in psychological strain to remote work. Their recommended countermeasures: more social interaction, physical exercise, and varying where people work.

Legal Duties Tighten at Home and Abroad

Germany already requires employers to offer a company reintegration management program, known as BEM, whenever a staff member is absent for more than six weeks per year. A model calculation by Aalen University estimates that each euro invested in such programs yields 4.80 euros in returns.

Berlin is also moving to strengthen anti-discrimination protections. A planned amendment to the General Equal Treatment Act (AGG) would extend the deadline for filing complaints from two to four months and broaden protection against sexual harassment.

Meanwhile, cybersecurity rules are converging with workplace health obligations. The NIS2 implementation act demands that companies with at least 50 employees or €10 million in annual revenue put in place comprehensive risk management and incident-reporting systems.

Local authorities are not waiting for federal law to catch up. The public health office in the district of Freyung-Grafenau has joined the nationwide "Grüne Schleife" (Green Ribbon) campaign, which promotes mental health and aims to break taboos around psychological distress.

The message emerging from regulators, researchers and legislators is consistent: psychological resilience and technological security are the twin pillars of a crisis-proof organization. Ignoring either one, the evidence suggests, carries consequences that go well beyond rising sick-leave numbers.
