A massive exercise in Cologne’s Rheinenergie Stadium on June 3 tested the readiness of a new European decontamination force. Some 800 emergency personnel and 400 volunteer “victims” participated in the drill, which served as a trial for rescEU-CBRN-DECON, a specialty unit financed by the European Union to handle chemical, biological, radiological, and nuclear threats. The unit, which involves Germany’s Federal Agency for Technical Relief (THW), the Federal Police, and the Federal Office for Civil Protection and Disaster Assistance (BBK), is slated to become operational by the end of 2026.

While that capability is still being built, German summer festivals are already deploying robust, multi-layered security systems. At Rock am Ring, running at the Nürburgring until June 7, a blanket drone ban is in effect within 100 meters of the operational area. Violators face fines of up to 50,000 euros. Stationary video surveillance at entrances and a dedicated police station in a nearby hotel supplement the ground-level presence.

Rock im Park, the sister event in Nuremberg, relies on an even larger human shield. Between 1,100 and 1,700 rescue personnel are deployed, and the medical center includes a dedicated “shock room” for intensive care – kept entirely separate from the municipal emergency services. The logistical footprint is staggering: 32 kilometers of fencing and 40,000 square meters of floor coverings must be laid.

Smaller festivals are also stepping up. The 51st Strohhutfest in Frankenthal, held from June 4 to 7, has installed more than 60 mobile barriers, a surveillance drone, and a “safety tower” for terrain monitoring. Up to 70 paramedics, along with municipal enforcement officers and private security guards, are on duty each day.

Across the globe, Vietnam is simultaneously preparing for natural disasters. The Ninh-Binh-Tourismweek, which concluded in late May, emphasized fire safety and water rescue. Firefighters conducted comprehensive checks in the Tam Coc-Trang An tourist areas. Rescue boats and divers were deployed, and boat operators were required to enforce life-vest use.

Since June 2, border guard commands in the region have been conducting fire drills based on the “four-on-site” principle. On June 4, the provincial government issued emergency documents to regulate ship traffic and place military units on alert for rescue operations – a response to a tropical depression in the East Sea.

Looking ahead, Ninh Binh is planning civil defense exercises for 2026. Scenarios will include chemical accidents, shipwrecks, and large-scale evacuations triggered by typhoons or dam breaks. The message is clear – whether for planned public events or sudden natural catastrophes, integrated crisis management is becoming the new global standard.
