Enel Faces Potential Loss of Key Brazilian Power License

Italian energy giant Enel is confronting significant regulatory challenges in Brazil, one of its most important international markets. The national electricity regulator, Aneel, has initiated a process that could result in the revocation of Enel's power distribution concession for the São Paulo region. This action stems from severe network failures that left millions of consumers without electricity following major storms last December.

Unanimous Regulatory Vote Triggers Review

In a unanimous decision this Tuesday, Aneel launched a procedure aimed at terminating the current contract governing power supply for eight million customers across 24 municipalities. The regulatory body has cited inadequate service quality by Enel's local subsidiary as the primary concern. Particular scrutiny is being placed on the company's response to weather-induced blackouts, which impacted more than two million people. Enel now has a 30-day window to formally present its defense.

Investor Calm Amid Strategic Uncertainty

Despite the growing political and regulatory pressure, Enel has affirmed its commitment to its Brazilian operations, with no communicated intentions to divest the division. Investor reaction to the South American developments has been relatively muted so far. Enel's shares remain up approximately 8.6% since the start of the year, currently trading at €9.79—close to their 52-week high.

The ongoing review creates immediate uncertainty for the group's long-term planning. The existing concession is set to expire normally in June 2028. However, the investigation has led to a suspension of the process for a potential contract renewal. Under the current circumstances, an automatic extension of the license now appears unlikely.
