Deutsche Telekom's stock is caught in a tug-of-war between near-term market pressures and a management team projecting unwavering confidence. The shares have tumbled roughly 13-14% over the past month, pushing the price down to around €28.55 and firmly below key technical levels like the 50-day moving average at €31.92. With a Relative Strength Index (RSI) reading of 28.7, the equity is firmly in oversold territory, a condition analysts largely attribute to external geopolitical strains dampening broader market sentiment.

This technical weakness stands in stark contrast to the company's affirmed financial ambitions. CEO Tim Höttges has reiterated the group's ambitious targets for 2026. The telecom giant is aiming for significant growth across its core metrics, including an adjusted EBITDA of approximately €47.4 billion and a free cash flow of €19.8 billion. Earnings per share are targeted at around €2.20. Supporting this confidence is an ongoing share buyback program valued at $2 billion.

However, a new domestic challenge is emerging that could test the company's operational resilience. Germany's Federal Network Agency has published binding rules, effective April 20, that allow mobile customers to claim price reductions if their network quality is poor. Using a dedicated app, consumers can conduct measurements over five days; if speeds fall below a mandated threshold on at least three days, they gain a legal right to a discount. The speed thresholds are tiered by population density, requiring just 10% of promised maximum speed in rural areas and 25% in densely populated regions.

Should investors sell immediately? Or is it worth buying Deutsche Telekom?

The policy has drawn criticism from both consumer advocates, who deem the thresholds too low, and industry representatives, who call the measurement process impractical. This mutual dissatisfaction suggests a political compromise that leaves Deutsche Telekom facing fresh risks in its core consumer segment, even as the market initially took the news in stride. In a proactive move to preempt such claims, the company continues its network expansion drive, exemplified by the recent start of construction on a 43-meter mobile mast in Nahwinden, Thuringia.

Beyond network coverage, Deutsche Telekom is pushing forward with technological innovation, particularly in artificial intelligence. Its newly introduced "Magenta AI Call Assistant," which integrates speech AI directly into phone calls, is slated for a nationwide rollout in Germany later this year. The company also maintains its goal of achieving 99% 5G household coverage in its home market.

Investors recently received the tax-free dividend of €1.00 per share in early April. The next significant catalyst for the stock will arrive on May 13, 2026, with the release of first-quarter results. This report will provide crucial early data on revenue trends in Germany, with particular focus on the impact of recent price adjustments for legacy fixed-line tariffs. A positive showing here could help alleviate the current downward pressure on the share price.

Despite the regulatory overhang and technical sell-off, the fundamental analyst view remains bullish. The average price target among analysts sits at €38.77, with individual targets ranging from €38 to €42. This represents a substantial premium to the current trading level, indicating a widespread belief that the company's operational strengths and financial targets will ultimately outweigh the emerging regulatory and macroeconomic headwinds.
