Deutsche Telekom is fighting on two fronts that could reshape its business for years. A court victory in Münster has temporarily blocked a regulator’s attempt to ban the throttling of heavy data users, while a separate partnership with Hensoldt and the German air traffic control authority positions the telecom giant at the heart of a state-driven security market.

Throttling ruling buys time for unlimited tariffs

The Higher Administrative Court of North Rhine-Westphalia overturned a lower-court decision that had backed the Federal Network Agency’s ban on certain contract clauses. Those clauses, used by Telekom in its unlimited data plans, allow the operator to prioritise other customers over high-volume users when a mobile tower is congested — for example by restricting high-resolution video streaming.

The regulator had argued the practice was unfair, but the appellate court ruled that an immediate prohibition would cause irreparable harm to network operators. Although the decision does not name Telekom explicitly, the company is a direct beneficiary of the ruling. A final verdict is months away: the court has referred key questions on European Union telecoms law to the European Court of Justice.

Drone-detection alliance opens a new revenue channel

In a separate move, Telekom has teamed up with Hensoldt, the defence-electronics specialist, and Deutsche Flugsicherung to build a nationwide network for detecting and tracking drones. The system relies on an artificial-intelligence platform that fuses sensor data from mobile base stations with existing detection equipment at airports, power plants and military sites.

Telekom’s role is infrastructure enabler — managing data flows, platform integration and scalability. The partnership is designed to remain open to additional manufacturers, reflecting the growing concern over hybrid threats. Buyback programme gathers pace

While strategic initiatives advance, management is also tending to the share price through an active buyback. Between June 8 and June 12, Telekom repurchased roughly 1.6 million own shares for about €45 million. Since the start of April the total has exceeded 15 million shares, part of a plan to buy back up to €2 billion in equity this year. Most of the repurchased stock will be cancelled, offsetting dilution from employee options and boosting earnings per share.

Operational foundation remains solid

The company’s financial performance provides the cash flow for these payouts. In the first quarter, organic revenue rose nearly 5% to €29.9 billion, while adjusted operating profit climbed 7.5%. That improvement prompted Telekom to raise its full-year guidance.

Attention now turns to labour costs. On June 19, the ver.di union’s bargaining committee is set to vote on a wage package covering roughly 60,000 workers. The outcome will directly affect Telekom’s cost base in the second half of the year. The company is scheduled to publish second-quarter results on August 6.

Market shrugs at news flow

Despite the legal win, the defence alliance and the buyback momentum, investors remain cautious. Telekom shares traded at €27.95, barely changed from the previous day and only slightly below their 50-day moving average. With the 52-week high of €34.35 from February now more than 18% away, the stock has lost roughly 10% year-on-year.

The court ruling offers regulatory breathing room but no immediate earnings boost. The drone partnership is a strategic mosaic piece rather than a near-term catalyst. Whether Telekom can translate these dual narratives into a sustained re-rating depends on execution — in court, in contracting and on the shop floor.
