D-Wave Quantum: $100 Million from Washington and a 26% Surge – But the Revenue Story Still Hangs in the Balance

U.S. government takes $100M equity stake in D-Wave Quantum under CHIPS Act; record bookings contrast with 81% revenue drop ahead of Investor Day.

The U.S. government is taking an unprecedented direct stake in D-Wave Quantum. On May 21, the company signed a letter of intent with the Commerce Department to receive $100 million under the CHIPS and Science Act — not as a grant, but as an equity investment. D-Wave will issue shares worth that amount to the federal agency once final paperwork is complete.

The funds are earmarked for a new research center in Boca Raton, Florida, and upgrades to existing facilities in New Haven, Connecticut, and Burnaby, British Columbia. Chief executive Alan Baratz called the deal a “transformative moment,” underscoring Washington’s bet that quantum computing is critical to domestic supply-chain security.

The market reacted immediately: D-Wave shares jumped 16.7 percent to 19.39 euros on the day of the announcement. But that was just a warm-up. On the following Thursday, the stock exploded 26 percent higher in a single session, with more than 67 million shares changing hands — more than double the average daily volume of 29 million. The stock opened at $22.58, touched a high of $24.71, and now sits at approximately 20.94 euros, nearly 33 percent above its 50-day moving average of 15.78 euros.

The timing is no coincidence. On June 1, D-Wave will host its first Investor Day at the New York Stock Exchange, from 1:00 to 4:00 p.m. Eastern time, with an online webcast. Management plans to lay out the company’s strategy, product roadmap, and path to profitability, covering annealing quantum computing, gate-model technology, quantum for AI and high-performance computing, and the financial framework for growth. Specifics on the Advantage2 prototype and the integration of recently acquired Quantum Circuits Inc. are also on the agenda.

Should investors sell immediately? Or is it worth buying D-Wave Quantum?

All of this comes against a deeply contradictory first-quarter picture. Revenue fell 81 percent year over year to $2.9 million — well below the $4.19 million analysts had penciled in. The loss per share came in at $0.05, better than the $0.08 consensus estimate. But the headline number that has captured attention is the record $33.4 million in quarterly bookings, an amount that exceeds D-Wave’s total orders for all of 2024 and 2025 combined. Two deals drove that surge: a $20 million system contract with Florida Atlantic University and a $10 million QCaaS agreement with a Fortune 100 customer.

That paradox — booming demand yet collapsing reported revenue — is exactly what the Investor Day will need to address. The pipeline is clearly building, but conversion to recognized sales has a lag. Meanwhile, the balance sheet is in solid shape: the company ended the quarter with $588 million in cash and marketable securities, bolstered by the CHIPS Act capital. Still, it burned nearly $45 million in operating cash flow during the period, underscoring the need to eventually turn those bookings into cash.

The analyst community remains largely bullish. Of 17 analysts covering the stock, 14 rate it a buy, with a consensus price target of $34.67. Cantor Fitzgerald holds a firm $40 target, while Northland Securities initiated coverage with a neutral rating and a $22 target. The stock is still 56 percent below its 52-week high of $38.48 euros, leaving room for a significant rebound if the Investor Day delivers clarity on commercial traction.

D-Wave Quantum at a turning point? This analysis reveals what investors need to know now.

D-Wave currently carries a market capitalization of roughly $8.9 billion, with a negative price-to-earnings ratio. Investors are paying for a future that management must now sell convincingly — and with the U.S. government now holding a seat at the table, the stakes couldn’t be higher.
