The Intersect Hard Fork Working Group has submitted a governance action to formally designate Protocol Version 11 as the "van Rossem Hard Fork." This name honors the late Max van Rossem, a key contributor to the network's governance development.

Following the Chang hard fork, Cardano's on-chain governance continues to evolve. A current proposal under community vote seeks to impose a constitutional budget discipline measure, capping Treasury withdrawals at a maximum of 350 million ADA between February 2026 and July 2027.

Simultaneously, version 2.4 of the Cardano Blockchain Ecosystem Constitution is under review. This update proposes more streamlined governance mechanisms and stricter Treasury audit requirements. In a related development, a budget request from DeltaDeFi for 1.5 million ADA targets the construction of a Hydra-based decentralized finance (DeFi) trading infrastructure.

Market Outlook: Solid Foundation Meets Competitive Realities

Technologically, Cardano maintains a robust roadmap. Input Output Engineering reports that the Leios implementation is 83 percent complete, and the van Rossem upgrade could significantly boost the network's appeal to developers. The Google Cloud collaboration and ETF filings further signal rising institutional interest.

Despite these fundamentals, ADA's market performance has not reflected the progress. Since the start of 2025, the token's value has declined by approximately 64 percent, highlighting the intense competition among Layer-1 blockchain platforms. The critical test will be whether the anticipated Tier-1 integrations and new DeFi infrastructure projects can successfully attract a broader user base. The community's next major focal point is the Cardano Africa Tech Summit, scheduled for February 11-13 in Nairobi.
